You'll review and verify payroll records, benefit statements, employer training contributions, apprenticeship paperwork to determine compliance with applicable rules and regulations. You'll evaluate contractors’ information on the DIR & CSLB website to ensure proper registration, licensing and provision of worker’s compensation insurance coverage for employees in case of injury. Notifies appropriate client contact(s) when contractors are not in compliance. You'll ensure required documents (California: DAS 140’s, DAS 142’s, etc.) are submitted in a timely manner as well as timely submission of federal and state certified payroll. You'll review fringe benefit statements when required and issue requests for missing and revised documents and correspond with the applicable contractor’s staff to ensure compliance. You'll participate in audits, calculate underpayments, fines and penalties if applicable. You'll support in the investigation of complaints of noncompliance with prevailing wage payments, benefit payments, and apprenticeship violations. Takes written or recorded statements to establish facts, compile reports, records any other pertinent material to complete the case file. You'll compose letters requesting payments and follow up with third party requestor when sending information. You'll submit monthly report to Project manager or Client Project manager. You'll conduct periodic job site visits, worker interviews, and field compliance reviews to verify proper worker classifications, prevailing wage compliance, and labor postings. You'll monitor subcontractor labor compliance performance, including certified payroll submissions, apprenticeship requirements, fringe benefit documentation, and corrective action follow-up. You'll utilize labor compliance tracking systems (LCP Tracker, etc), ensuring project records, compliance checklists, and supporting documentation remain accurate and audit-ready. You'll ensure compliance with prevailing wage requirements across multiple states and jurisdictions, researching regulatory changes and communicating impacts to project teams and contractors. You'll support the internal certified payroll process using required software and/or required DIR state mandated site when needed. You'll provide direct supervision, coaching, performance management, workload balancing, and professional development support for Labor Compliance Associates and Senior Labor Compliance Associates. You'll participate in team meetings and provide input regarding regulatory updates, policy changes, and best practices. Flexible : The work location for this role will include a mix of working remotely, onsite at a client or in an Accenture office or center. With all our roles, there is some in-person time for collaboration, learning and building relationships with clients, peers, leaders and communities. Minimum 8 year's experience in labor compliance management or labor agreement administration, demonstrating progression beyond an associate-level role Must be able to travel to customer sites as needed in the State of California Strong working knowledge of and experience with labor compliance programs, Department of Industrial Relations, Federal Davis-Beacon Act, California Labor Codes and construction industry practice
Experience supervising and developing labor compliance professionals in a fast-paced environment Experience conducting job site visits, worker interviews, and field compliance audits Demonstrated ability to interpret and apply varying state prevailing wage laws, labor standards, and agency requirements. LCP Tracker knowledge Must successfully complete a background investigation
