The Community Services Block Grant Communities of Practice programme strengthens support services for low-income individuals and families through training and technical assistance.
The focus areas include economic security, coordinated service delivery, systems alignment, earned income improvement, employment stability, asset development, community-level strategies to reduce barriers to economic mobility, education and workforce development, transportation, access to safe and stable housing, data-driven decision-making, service delivery infrastructure, reporting and compliance, and reducing opportunities for fraud, waste, and abuse.
The Office of Community Services (OCS) within the Administration for Children and Families (ACF) will support six three-year cooperative agreements to establish Communities of Practice. These CoPs will provide specialized training and technical assistance to CSBG-funded states, territories, tribes, state associations, and eligible entities.
The technical assistance provided through the CoPs will consider regional, state, city, county, tribal, and community characteristics, including jurisdictional levels, demographic categories, socioeconomic tiers, and available community resources. The support will be based on evidence-informed models and include scalable approaches that organizations can implement.
The six selected recipients will provide capacity-building support to create scalable, evidence-informed interventions that improve economic opportunities for families with low incomes through coordinated services and stronger systems.
The estimated total programme funding is $4,350,000. Each award has a ceiling and floor of $725,000.
Eligible applicants include independent school districts, state governments, county governments, nonprofit organizations with or without 501(c)(3) status, for-profit organizations other than small businesses, private institutions of higher education, public housing authorities, Indian housing authorities, Native American tribal organizations, Native American tribal governments, city or township governments, public and state-controlled institutions of higher education, small businesses, and special district governments.
