The current BCSA ticket page says anyone can attend without an account and lists complimentary full-conference passes for members, students, ASEAN professionals, the public and public-service personnel. Both conference days and public sessions/keynotes are included. Closed-door briefings remain restricted, and some hands-on workshops are separately capacity-limited or invitation-only, so those are not represented as guaranteed benefits.
