Our partner is looking for a Business Development Manager – Government (Federal, State & Local / SLED) based in India. This is a strategic business development role focused on expanding public-sector opportunities across Federal, State, and Local Government markets. You will identify emerging opportunities, build relationships with government stakeholders and prime contractors, and position technology, staffing, and professional services solutions effectively. The role combines market intelligence, capture strategy, procurement knowledge, and relationship management across the public-sector ecosystem. You will monitor budgets, legislative developments, procurement cycles, contract vehicles, and set-aside programs to identify opportunities early. Working closely with proposal, recruiting, and delivery teams, you will help shape solutions, pricing, teaming approaches, and competitive strategies. The position offers a highly autonomous environment where strong networking, negotiation, and pipeline-building skills can directly support business growth. It is well suited to an experienced government sales professional with a proactive, hunter-oriented approach and knowledge of U.S. public-sector procurement.

Identify and develop new business opportunities across Federal, State, and Local Government markets, positioning the organization as a qualified staffing, subcontracting, consulting, and technology services partner. Build and maintain relationships with prime contractors, government stakeholders, contracting officers, program managers, and other relevant decision-makers. Conduct customer and partner outreach to uncover staffing, workforce, technology, and professional-services requirements. Manage opportunities from initial identification through contract award, maintaining an accurate and actionable pipeline using CRM and market-intelligence platforms. Track pipeline activity, revenue targets, opportunity stages, and business development performance. Monitor Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), and relevant state and local procurement requirements. Track legislative, budget, appropriations, and agency-policy developments that may influence government spending and procurement timelines. Monitor socio-economic and set-aside programs, including 8(a), HUBZone, SDVOSB, WOSB, and EDWOSB, to inform teaming and capture strategies. Pursue positioning on relevant contract vehicles such as GSA MAS, GWACs, IDIQs, BPAs, and NASPO ValuePoint. Monitor SAM.gov, state and SLED procurement portals, and other sources for solicitations, RFIs, RFQs, RFPs, and Sources Sought notices. Develop early-stage capture strategies and win themes, and collaborate with proposal and capture teams throughout the procurement lifecycle. Partner with recruiting and delivery teams to develop staffing solutions, resource plans, and pricing approaches aligned with client requirements. Represent the organization at industry days, procurement forums, networking events, and other public-sector business development activities. Identify opportunities before formal solicitation and build strategies that strengthen positioning throughout the procurement cycle. Maintain a proactive, hunter-oriented approach to expanding the government business pipeline and developing new client and partner relationships. Requirements 5+ years of experience in Government, Federal, SLED, or Public Sector business development or sales, with a demonstrated track record of winning contracts. Strong understanding of government procurement processes, including RFP, RFI, and RFQ procedures, FAR requirements, and applicable state and local procurement regulations. Familiarity with SAM.gov, GSA eLibrary/eBuy, GovWin IQ, or comparable government market-intelligence and opportunity-tracking platforms. Experience developing relationships with prime contractors and public-sector stakeholders. Experience selling IT staffing, professional services, consulting services, or technology solutions is preferred. Demonstrated ability to identify and develop opportunities before formal solicitation through market research, networking, and stakeholder engagement. Strong capture, negotiation, communication, and relationship-building capabilities. Proven ability to independently develop, manage, and grow a government business pipeline. Strong commercial judgment and ability to translate procurement intelligence into actionable business development strategies. Familiarity with socio-economic and set-aside certifications and their role in government teaming strategies is advantageous. Experience responding to or helping shape RFIs and Sources Sought notices is preferred. Existing relationships with Federal and/or State agencies and prime contractors are advantageous. Experience with CRM and proposal tools such as Salesforce, Deltek, or GovWin IQ is a plus. Certifications such as CFCM, CPCM, Shipley, or PMP are advantageous. Bachelor's degree in Business, Public Administration, Political Science, or a related discipline, or equivalent professional experience. Benefits Work arrangement: Remote position based in India.
