This funding opportunity is for higher education providers to lead institutional collaborations for a sustainable cost-effective future. Funding to pilot new institutional collaborations (England-only) and to seed innovation partnerships across two self-defined geographic areas (UK-wide). This is not a research grant opportunity.

This funding opportunity consists of two elements:

  • England-only pilots (around £4 million) and

  • cross-UK innovation partnerships seed funding (£15 million).

The latter (UK-wide) of which has different eligibility to the former (England only).

Who Is Eligible To Apply

There is different eligibility for the two elements of this funding opportunity: England-only pilots (£4 million total) and cross-UK innovation partnerships seed funding (£15 million total)

For England-only pilots we welcome applications from English higher education providers where the English higher education provider must be registered with the Office for Students (OfS) in the approved (fee cap) category of the OfS’s register. This includes continuing to meet the OfS’s ongoing conditions of registration.

For the cross-UK innovation partnerships seed funding, we welcome applications from higher education providers in England as outlined in the previous paragraph. We also welcome applications from higher education providers in Wales, universities in Scotland and higher education institutes in Northern Ireland who meet UK Research and Innovation (UKRI)’s standard eligibility criteria. Throughout this funding opportunity that group will be referred to as ‘higher education providers.’ Cross-UK innovation partnerships may be between any areas of the UK – there is no requirement to include a higher education provider from a specific UK nation.

Demand Management

An individual higher education provider may be listed as a recipient of funding from this funding opportunity in: (i) up to two applications for England-only pilots (lead provider in only one), and/or (ii) up to one application for the cross-UK innovation partnerships seed funding applications.

If a higher education provider is to receive funding from more than two applications England-only pilots or one application for UK-wide cross-UK innovation partnerships seed funding, or both, we will endeavour to reach out to resolve with the application teams which of the applications should go forward to assessment. However, we reserve the right to cancel all applications which involve a higher education provider listed as a funding recipient in more applications than detailed here, and to do so without discussion.

Higher education providers may be involved as project partners and therefore not receiving funding, in as many applications as they deem appropriate.

Who Is Not Eligible To Apply

The following are not eligible to apply:

  • collaborative research projects

  • applications not led by higher education providers as defined under eligibility

  • applications which do not involve at least two higher education provider

Scope

Research England supports English higher education providers to create and sustain the conditions for a healthy and dynamic research and knowledge exchange system in the higher education sector. This supports UKRI’s mission to advance knowledge, improve lives, and drive growth.

The Research England Collaboration for a Sustainable Future (CSF) Programme sets out to identify barriers and opportunities to institutional collaboration within the research and innovation system for a sustainable cost-effective future. The CSF programme will help us identify where Research England could deliver interventions that make the most difference for sustained joint working.

Through this funding opportunity within the CSF programme, we are seeking to support pilots and seed funding which span multiple organisations that test new higher education provider collaborations for a sustainable cost-effective future, for example collaborations underpinned by formal multi-institutional contractual based agreements. This includes seed funding for new cross-UK innovation partnerships open to UK-wide higher education providers.

We are interested in practical and ambitious ideas.

We are expecting to hear from those who can identify and enable joint working across higher education providers. Collaborative research projects are not within the scope of this programme. Environmental and other types of sustainability are out of scope unless they are enabling a cost-effective future.

The Government’s vision, as laid out in the Post-16 Skills White paper, is for a research and innovation ecosystem that supports and keeps the UK at the forefront of global science including by embedding sustainability and enabling collaboration.

The UK’s strongest differentiating asset is the quality of its research and innovation system which by most metrics is, per capita, world-leading and to a very great extent driven by our extraordinary university system. Universities are engines of economic growth and drive societal impact both in the regions in which they are each situated and through the collective strengths they share and deliver to the UK economy.

However, the university sector is under acute and accelerating pressures.

This funding opportunity forms a key part of the Collaboration for a Sustainable Future programme, and for more information please see the programme’s webpage.

Through this funding opportunity, we expect to fund projects that:

  • span multiple organisations (at least two higher education providers) to support a transition toward sector sustainability, shared capability and/or collective contribution to national priorities

  • derisk and test new collaborations and models which drive efficiency and cost effectiveness of the research and innovation system

  • clearly articulate any direct and indirect beneficiaries including clear buy-in from wider stakeholders where appropriate

  • build on best practice and learnings from different sectors, geographies, industries, charities, international and wider communities if appropriate

  • consider and understand the impact of new approaches on the culture and environment of our higher education research and innovation system for example the impact on equity, inclusion, diversity, trust and collective responsibility

For The Cross Uk Innovation Partnerships Seed Funding

Within the scope of this funding opportunity, we will support a subset of cross-UK innovation partnership seed funding awards with a total of £15 million. Applications will bring together distinct geographical strengths to deliver economic growth together.

We expect to fund projects that:

  • bring together two or more innovation eco-systems across two self-defined geographical areas within the UK, to enhance each other’s strengths in a complementary way and deliver more than the sum of its parts

  • bring together higher education providers and wider partners such as local government, businesses, investors and cutting-edge innovation with these geographical areas

  • will be driven by the geographical areas strengths and responsive to meet local government priorities. We will support proposals which broker links and ensure we foster true partnership and shared ambition

Please note that where information is required specifically for the cross-UK innovation partnership seed funding within this funding opportunity – that will be clearly stated, otherwise the information applies to the full scope of the funding opportunity including these partnership seed awards. We expect these partnership applications to be new and novel reasons to bring together complementary strengths across the self-defined geographical areas.

Duration

There are two durations for projects within this funding opportunity.

The duration of England-only pilot projects awarded is up to 24 months. We are particularly interested in projects of up to 12 months duration, to help inform further development of the overarching programme. Projects must start by 1 July 2027. All funding must be used by the end of June 2029.

The duration of cross-UK innovation partnership seed funding projects is up to 36 months, and we expect the duration of projects to reflect the ambitions and scale of the proposal. Projects must start by 1 July 2027. All funding must be used by the end of June 2030.

We expect to communicate funding decisions in May 2027.

Funding Available

There are two amounts of funding available within this opportunity

For England-only pilot projects, eligible higher education providers can apply for awards between £100,000 and £1million over a period of up to 24 months. We are particularly interested in projects of up to £500,000 over a 12-month period. We may consider funding a highly collaborative project of up to £1 million where the scale and complexity warrant a higher level of funding. However, given the overall budget, we envisage funding only one such larger project.

For cross-UK innovation partnership seed projects eligible higher education providers can apply for awards between £1 million and £5 million over 36 months.

Research England will fund 100% of the FEC.

The justification of resources will be scrutinised. You should carefully consider the size and shape of your proposed project and ensure you make a request for a funding amount that demonstrates high value for money.

We anticipate proposals will be of varying scale and length and complexity for implementation depending on the opportunities, models identified, and partner roles.

There is a total amount of £19 million available across this funding opportunity for the two elements: £4 million for England-only pilots, and £15 million for cross-UK innovation partnerships seed funding.

For England-only pilots, Research England will take a balanced view across this £4 million England-only pilots and the parallel funding opportunity for coordinating groups to identify barriers and create solutions within the Collaboration for a Sustainable Future programme.

There should be no presumption that any further follow-on funding will be available for any project within this funding opportunity. Projects must ensure that outputs are generated to share learnings and expertise through dissemination work.

Additionally, this funding opportunity is not designed to provide follow-on funding for previously supported Research England/UKRI activity, or projects not successful through previous Research England activity.

What We Will Fund

We will fund:

  • collaborations which require multiple higher education providers to deliver a more sustainable cost-effective future

All applications must be:

  • institutional collaborations across at least two higher education providers, and

  • enable cost-effective outcomes, and

  • are pilots/seed activities

Through this programme we are expecting to hear from those who can identify and enable joint working across higher education providers.

Collaborative research projects are not within scope.

We expect to fund projects which drive and test new innovations. We will support both high and low risk applications that clearly demonstrate a high reward.

We will support institutional collaboration for a sustainable cost-effective future, involving a minimum of two higher education providers, with other project partners involved where that enhances delivery of the project. Environmental and other types of sustainability are out of scope unless they are enabling a cost-effective future.

For England-only pilots where £4 million (£100,000 to £1 million per award) is available – examples for driving a sustainable cost-effective future could be institutional collaboration(s) such as:

  • back-office research and innovation services such as joint administrative or specialist service functions or components of functions. Examples could be trialing new approaches to shared mid-scale facility management

  • research and innovation services and capabilities which deliver more than the sum of its parts for wider system actors, for example single-front door or stream-lined offer for investors, businesses and/or other partners

  • new shared and focused research and innovation services and capabilities which operate for many higher education providers and are more cost effective and able to deliver, such as enabling national social venture best practice

  • all activity where there is a clear case for institutional collaboration to deliver a more sustainable cost-effective future in line which meets the scope of this funding opportunity

For the cross-UK innovation partnerships seed funding where £15 million (£1 million to £5 million per award) is available – we expect to fund institutional collaboration(s) which:

  • bring together distinct geographical strengths through concentration of innovation ecosystems & capabilities aligned to local economies and to deliver economic growth together. Two or more geographies are brought together in a complementary way to advance the sums of their parts. We expect applications to self-define the geographies involved, which may be regional, cities, and/or local economic areas.

  • bring together higher education providers and wider partners such as local government, businesses, investors and cutting-edge innovation within these geographical areas. Partnership projects will be driven by geographical strengths and responsiveness to meet local government priorities.

Applicants are strongly advised to look at the Research England Cambridge x Manchester partnership as an example of a funded cross-UK innovation partnership. Please note, we are looking to support innovative and new models. As such, the complementary strengths brought together as the sum of their parts should be different from existing cross-UK innovation partnership models previously supported.

This funding is to support genuinely new initiatives. For example, we do not expect to fund follow on projects to the specific shared technology transfer offices funded by Research England previously.

We do not expect to fund pilots around equipment sharing.

We do not expect to support development of research culture unless its main focus is a sustainable cost-effective future.

Activity must be within the scope of the Collaboration for a Sustainable Future programme as detailed in the scope. The scope does not include supporting restructuring or decisions driven solely to reduce financial spend.

What We Will Not Fund

We will not fund:

  • projects that would go ahead without additional funding and/or deemed should be supported through existing funding sources such as, but not limited to, core research (QR), the Higher Education Innovation Fund (HEIF) or Local Innovation Partnerships Fund (LIPF)

  • changes focused on a single higher education provider. All applications need to involve at least two higher education providers. We expect to see project partners and relevant stakeholders engaged in the proposal such as direct beneficiaries

  • core research or innovation activity not targeted at collaboration for a sustainable cost-effective future

  • buildings or equipment

  • studentships, fellowships or research staff

  • collaborative research projects

  • follow-on funding for previously funded Research England or UKRI activity unless your application can be shown as novel and distinct

There is different eligibility for the two elements of this funding opportunity: England-only pilots (£4 million total) and cross-UK innovation partnerships seed funding (£15 million total)

For England-only pilots we welcome applications from English higher education providers where the English higher education provider must be registered with the Office for Students (OfS) in the approved (fee cap) category of the OfS’s register. This includes continuing to meet the OfS’s ongoing conditions of registration.

For the cross-UK innovation partnerships seed funding, we welcome applications from higher education providers in England as outlined in the previous paragraph. We also welcome applications from higher education providers in Wales, universities in Scotland and higher education institutes in Northern Ireland who meet UK Research and Innovation (UKRI)’s standard eligibility criteria. Throughout this funding opportunity that group will be referred to as ‘higher education providers.’ Cross-UK innovation partnerships may be between any areas of the UK – there is no requirement to include a higher education provider from a specific UK nation.

The following are not eligible to apply:

  • collaborative research projects

  • applications not led by higher education providers as defined under eligibility

  • applications which do not involve at least two higher education provider
