Cyber Systems Test & Evaluation Lead

This position is listed on behalf of a partner company, who manages all applications and next steps. Our partner is looking for a Cyber Systems Test & Evaluation Lead based in the United States. This senior technical role provides systems-engineering leadership for complex Department of Defense cyber capabilities and integrated systems. You will shape and support operational test and evaluation activities spanning cybersecurity, interoperability, mission effectiveness, and operational suitability. The role operates at the intersection of cyber operations, systems engineering, acquisition, policy, and mission assurance. You will serve as a trusted technical advisor to government stakeholders, assessment organizations, system developers, and operational teams. The position offers significant exposure to joint cyber systems, offensive and defensive capabilities, large-scale exercises, and systems-of-systems integration. Success requires strong technical judgment, stakeholder engagement, and the ability to translate complex findings into actionable recommendations for senior leadership. This is a fully remote opportunity supporting critical national security missions, with approximately 20–30% travel.

Provide senior-level technical oversight and subject-matter expertise for joint cyber systems, component capabilities, and integrated programs. Support the development, refinement, coordination, and execution of test and evaluation strategies, plans, methodologies, and supporting documentation. Evaluate complex cyber capabilities from a systems-of-systems perspective, including integration, interoperability, cybersecurity, mission effectiveness, and operational suitability. Support the development of realistic, measurable, and testable security design reference scenarios. Coordinate with government organizations, independent assessment organizations, system developers, and operational stakeholders throughout test and evaluation activities. Support operational testing and evaluation of both offensive and defensive cyber capabilities. Review technical, policy, acquisition, and program documentation and provide recommendations addressing cyber resilience, testability, and operational performance. Contribute to the development and review of Department-level policies, directives, instructions, and process guidance related to cyber test and evaluation. Participate in technical working groups, planning increments, summits, large-scale exercises, and other forums focused on cyber capability development and assessment. Assess how component capabilities integrate into common architectures and identify technical, interoperability, or operational gaps. Develop technical assessments, recommendations, briefings, and other materials for senior government and program leadership. Provide technical support during reviews, test events, planning activities, and stakeholder coordination sessions. Travel as needed to support customer engagements, technical reviews, exercises, and operational test activities. Contribute to business development activities as needed, including technical interviews, technical documentation, proposal writing support, and proposal color reviews. Requirements Active TS/SCI security clearance is required. Bachelor’s degree with at least 4 years of relevant experience, or an Associate’s degree with at least 8 years of relevant experience. At least 10 years of directly related specialized experience supporting cyber systems, test and evaluation, systems engineering, or closely related defense missions. Experience supporting Director, Operational Test and Evaluation (DOT&E) cyber operational assessments . Experience supporting large-scale military or cybersecurity exercises. Strong understanding of cyber systems, systems integration, interoperability, cybersecurity, and operational test and evaluation principles. Ability to evaluate complex capabilities across technical and operational dimensions. Strong stakeholder engagement and relationship-management skills, with the ability to collaborate across government, industry, engineering, and assessment organizations. Excellent technical writing, briefing, presentation, and communication capabilities. Ability to develop clear technical recommendations for senior government and program leadership. Strong analytical and problem-solving skills, with the ability to identify technical and operational gaps. Ability to work independently in a remote environment while collaborating effectively with distributed teams. Willingness and ability to travel approximately 20–30% . Comfortable with prolonged periods of sitting at a desk and working on a computer. Ability to occasionally lift approximately 10–15 pounds. Benefits Annual compensation range of $190,000–$220,000 .
