The scholarship is available across professional higher education, bachelor’s, master’s, integrated and doctoral studies. Applications opened 1 September 2026 and are accepted through the TMS application system on a rolling basis except in July and August. Full-time awards can run from the month of application for up to ten academic months; part-time and eligible academic-leave study is handled by semester. Published monthly amounts vary by disability category.
Eligibility requirements
Applicants must be enrolled in eligible higher education in Estonia, meet the published citizenship/residence or study-permit conditions, and have an Estonian Social Insurance Board decision confirming disability. Full-time and part-time students may apply, and students on academic leave may qualify when participating in studies. Degree students at foreign higher-education institutions are not eligible.
