AFdoc launches its first call in mid-September 2026 after Luxembourg's new FNR law took effect on 1 August. It is a bottom-up PhD funding scheme open across research and technology fields. Eligible hosts are public PhD-awarding institutions abroad or Luxembourg-based private R&D companies accredited by the responsible minister; company projects must collaborate with a public-sector PhD-awarding institution. Funding is awarded to the eligible host institution, which employs the doctoral candidate under an employment contract, for up to four years.
Eligibility requirements
Applicants must demonstrate the defined clear link to Luxembourg, be enrolled in a PhD programme by the project start date, not already hold a PhD, and not receive an old-age pension. The host must satisfy FNR rules for an eligible foreign public PhD-awarding institution or an accredited Luxembourg private R&D company with the required public PhD-institution collaboration. Each applicant may submit one proposal per call.
