Full job description
Under the Pacific Islands Regional Oceanscape Program — Second Phase for Economic Resilience (PROPER), the assignment will review existing coastal-fisheries datasets and institutional workflows, consult state fisheries departments, research institutions and communities, assess data quality and gaps, recommend collection protocols and data-governance architecture, prioritize ecological-assessment data needs, prepare state-specific follow-on terms of reference, and produce an implementation roadmap and final report. The expected contract duration is approximately 12 months. The assignment does not include building databases, conducting ecological field surveys, training delivery or validating protocols.
Requirements & qualifications
Eligible consulting firms should demonstrate relevant fisheries data-management experience, coastal-fisheries and Pacific or small-island context experience, institutional and capacity assessment experience, familiarity with data standards and interoperability, GIS and spatial-prioritization capability, experience preparing procurement-ready terms of reference and implementation roadmaps, and stakeholder-engagement experience. The indicative team includes a fisheries data-management team leader and data-management specialist with at least 10 years of experience, a GIS/spatial-data specialist with at least 5 years, and a national liaison specialist with at least 5 years. Firms must be able to mobilize for work across all four FSM states and meet applicable World Bank eligibility and conflict-of-interest rules.
