HKU’s flagship entrance scholarship for outstanding full-time PhD applicants worldwide is published for 2027–28 admission. The Main Round runs from 1 September to 1 December, and all full-time PhD applicants are considered for the HKU Presidential PhD Scholar Programme.

For 2027–28 admission, HKU states that each Presidential PhD Scholar can receive a package worth up to about HK$445,800 in the first year and up to about HK$428,300 in each subsequent year during the normative study period. The package includes a cash award for research and living expenses, composition-fee waiver for the normative study period, a Postgraduate Scholarship of HK$28,700 per month, a conference and research-related travel allowance of HK$14,400 per year, possible additional-year support for selected outstanding students, and a guaranteed hall place in Year 1 with the possibility of renewal. HKU also provides academic mentoring and training support.
Eligibility requirements
The programme is for outstanding candidates applying for full-time PhD study at HKU. HKU states that all applicants to its full-time PhD programmes are considered for the Presidential PhD Scholar Programme. The Graduate School’s current application FAQ gives an honours Bachelor’s degree as the general baseline for PhD/MPhil admission, while individual programmes may impose additional entrance requirements.

The 2027–28 page does not state a closing time, so only deadline_date is recorded rather than carrying over a time from an earlier admission cycle. All full-time PhD applicants are considered automatically for HKU-PS. The current Graduate School fees page lists an HK$600 online application fee.
