A consortium must include at least three partners from three participating countries and a local-government partner. For Croatian applicants, HRZZ lists eligible costs including research, equipment, dissemination, training and collaboration, open-access publishing, indirect costs and salaries of senior assistants hired through the project. The consortium coordinator submits the joint application through the DUT application system. After joint submission, the Croatian research-group leader must notify HRZZ and submit institutional consent by 24 November 2026.

Eligibility requirements

Croatian higher-education institutions, research institutes and other research organizations with at least five PhD holders in permanent employment for more than one year may seek HRZZ funding. Other legal entities such as cities, municipalities, regional agencies and companies may participate only as Cooperation Partners and cannot receive HRZZ funding for their participation.
