Job Title: HSE Manager

KBR is growing its Project Management Consultancy (PMC) team for an exciting, high profile offshore development in Abu Dhabi. The ADNOC PMC project role would be based initially in Client or Contractors Office in Abu Dhabi.

Job Purpose

The HSE Manager is responsible for leading, implementing, and maintaining Health, Safety, Security, and Environmental (HSE) management systems across ADNOC Offshore projects. The role ensures compliance with ADNOC HSE requirements, UAE regulations, international standards, and project-specific HSE plans while promoting a strong safety culture throughout all phases of project execution.

The HSE Manager provides strategic leadership to ensure incident-free operations and supports safe execution of engineering, procurement, construction, commissioning, offshore installation, and startup activities.

Key Responsibilities

HSE Leadership & Management

  • Develop, implement, and monitor Project HSE Management Plans.
  • Lead project HSE teams and ensure adequate HSE resources throughout project execution.
  • Promote a proactive safety culture and behavioral safety programs.
  • Act as the primary HSE focal point with ADNOC Offshore, PMC, contractors, and regulatory authorities.
  • Ensure HSE objectives and KPIs are communicated and achieved.

Regulatory Compliance

  • Ensure full compliance with:

  • ADNOC HSE Management System (HSE-MS)

  • ADNOC Offshore HSE Requirements

  • UAE Federal Environmental Regulations

  • ISO 45001 Occupational Health & Safety Management System

  • ISO 14001 Environmental Management System

  • Local and International Offshore Safety Standards

  • Monitor legislative and ADNOC requirements and ensure implementation across project activities.

  • Manage audits, inspections, and compliance verification processes.

Risk Management

  • Lead project risk assessments including:

  • HAZID

  • HAZOP

  • SIMOPS Reviews

  • Task Risk Assessments (TRA)

  • Job Safety Analysis (JSA)

  • Environmental Impact Assessments

  • Ensure all hazards are identified, assessed, and mitigated.

  • Review and approve high-risk work activities and permit-to-work systems.

Construction & Offshore Operations Safety

  • Provide HSE support during:

  • Offshore platform construction

  • Hook-up and commissioning

  • Brownfield modifications

  • Shutdown activities

  • Marine operations

  • Heavy lifting operations

  • Pipeline and subsea activities

  • Ensure implementation of:

  • Permit to Work (PTW)

  • Lockout/Tagout (LOTO)

  • Confined Space Entry

  • Working at Height

  • Hot Work Controls

  • Lifting Operations Management

Incident Investigation & Reporting

  • Lead investigations of:

  • Near Misses

  • Unsafe Acts and Conditions

  • Environmental Incidents

  • Recordable Injuries

  • High Potential Incidents (HiPo)

  • Conduct Root Cause Analysis utilizing recognized methodologies.

  • Ensure timely reporting to ADNOC Offshore and project stakeholders.

  • Track corrective and preventive actions to closure.

Environmental Management

  • Implement environmental management plans and procedures.

  • Monitor environmental compliance related to:

  • Waste Management

  • Air Emissions

  • Noise Control

  • Chemical Handling

  • Spill Prevention

  • Marine Environment Protection

  • Ensure environmental incidents are minimized and reported.

Emergency Preparedness & Response

  • Develop Emergency Response Plans (ERP).
  • Lead emergency drills and exercises.
  • Coordinate with ADNOC Offshore emergency response teams.
  • Ensure offshore personnel are trained in emergency procedures.

HSE Assurance & Audits

  • Conduct regular project HSE audits and inspections.
  • Participate in ADNOC and PMC audits.
  • Monitor contractor compliance with project HSE requirements.
  • Ensure closure of audit findings and observations.

Training & Competency Development

  • Develop and manage HSE training programs.
  • Deliver HSE induction programs for project personnel.
  • Ensure competency assessment of HSE personnel.
  • Promote safety awareness campaigns and toolbox talks.

Stakeholder Management

  • Serve as the main HSE interface between:

  • ADNOC Offshore

  • PMC

  • EPC Contractor

  • Subcontractors

  • Regulatory Authorities

  • Attend HSE review meetings and management committees.

  • Present HSE performance reports and improvement plans.

Qualifications

Education

  • Bachelor's Degree in Engineering, Environmental Science, Occupational Health & Safety, or related discipline.
  • Master's Degree is an advantage.

Professional Certifications (Preferred)

  • NEBOSH International Diploma
  • NEBOSH IGC
  • ISO 45001 Lead Auditor
  • ISO 14001 Lead Auditor
  • IOSH Managing Safely
  • Certified Safety Professional (CSP)
  • Occupational Health & Safety Certifications

Experience

  • Minimum 15 years of HSE experience within Oil & Gas projects.

  • Minimum 8 years in HSE leadership/management positions.

  • Proven experience on ADNOC Offshore, Saudi Aramco, QatarEnergy, or major offshore EPC projects.

  • Experience in:

  • Offshore Platforms

  • Brownfield Modifications

  • Hook-Up and Commissioning

  • Shutdown Projects

  • Marine Operations

  • Construction and Fabrication Yards
