Programme Evaluation Consultant – Uganda Ecooking Scale Up Programme | Iclei Africa

ICLEI Africa is seeking an experienced and independent evaluation specialist or service provider to undertake a programme evaluation of the Uganda eCooking Scale Up Programme, implemented in support of the Ugandan Ministry of Energy and Mineral Development’s Clean Cooking Unit (CCU).

The evaluation will assess the programme’s performance, effectiveness, efficiency, impact, sustainability and value for money during its first two phases of implementation.

The successful service provider will provide independent, evidence-based findings and recommendations to support learning and future programme design and delivery.

About The Uganda Ecooking Scale Up Programme

Launched in August 2024 in response to demand from Uganda’s Ministry of Energy and Mineral Development, the UK Aid-supported programme consists of three complementary projects:

Establishment of a Clean Cooking Unit (CCU) within the Ministry of Energy and Mineral Development, led by the Global Green Growth Institute (GGGI).

The ENACT Uganda Scale Up Project, led by ICLEI Africa, supporting local government market-enabling approaches and the scaling of clean and modern cooking access among priority communities in the Greater Kampala Metropolitan Area.

Demonstration interventions focused on the eCooking supply chain, schools, national awareness raising and policy, repair and maintenance, and appliance standards and labelling under the Modern Energy Cooking Services (MECS) programme, led by Loughborough University.

Scope Of The Evaluation

The selected service provider will develop and implement an evaluation framework based on internationally recognised evaluation principles.

The evaluation will examine:

Effectiveness

Assessment of achievements against planned activities and intended results.

Partnership Working

Assessment of the strength and effectiveness of collaboration among programme partners and stakeholders.

Relevance

Assessment of how well the programme responds to Uganda’s needs and priorities.

Coherence

Assessment of how effectively the programme complements existing policies, programmes and initiatives.

Efficiency

Assessment of how effectively financial and institutional resources have been utilised.

Impact

Assessment of the broader outcomes and effects arising from programme implementation.

Adaptive Management

Assessment of how effectively evidence and learning have been used to improve implementation.

Sustainability And Scalability

Assessment of the programme’s prospects for sustainability and potential for scale-up.

Value For Money

Assessment of cost effectiveness and the value generated from programme resources.

A comprehensive evaluation matrix covering evaluation questions, indicators, data sources and methods will be developed by the successful service provider during the inception phase.

Key responsibilities

The selected service provider will be expected to:

• Develop a robust evaluation framework covering the agreed areas of enquiry.

• Design and implement appropriate mixed-method evaluation approaches.

• Review relevant programme documentation and data.

• Conduct stakeholder consultations and interviews.

• Undertake surveys where appropriate.

• Analyse quantitative and qualitative data.

• Assess programme performance, effectiveness, efficiency, impact and sustainability.

• Examine partnership working and adaptive management.

• Identify implementation lessons and good practices.

• Provide practical recommendations for future programme design and delivery.

• Prepare all agreed deliverables within the specified timeframe.

• Present and communicate evaluation findings to relevant stakeholders.

Required Qualifications

The service provider should demonstrate:

• A minimum Master’s degree in Economics, Finance, Business Administration, Monitoring and Evaluation, Development Studies, Energy, Public Policy or another relevant discipline.

• Professional training in evaluation methodologies.

• Familiarity with the OECD-DAC Quality Standards for Development Evaluation or comparable evaluation standards.

Required Professional Experience

Applicants should demonstrate:

• At least 5 years of relevant professional experience in programme or project evaluation, monitoring and evaluation, development finance or related fields.

• Experience leading independent evaluations of development programmes in developing countries or the East African region.

• Experience evaluating financing facilities, private-sector development initiatives, public-sector development initiatives and/or donor-funded projects.

• Experience working with programmes financed by development partners, international financial institutions and/or government agencies.

• Demonstrated experience designing and implementing mixed-method evaluations, including document reviews, stakeholder interviews, surveys and data analysis.

• Experience conducting learning-oriented evaluations that identify implementation lessons, good practices, adaptive management opportunities and recommendations for improving future programme design and delivery.

A Uganda or East Africa presence is expected.

Deliverables, Duration And Budget

All deliverables must be completed by 31 January 2027, and this deadline is non-negotiable.

The assignment is expected to involve up to 30 days of effort, spread between 1 November 2026 and 31 January 2027.

The service provider must demonstrate through a proposed Gantt chart how the available days will be allocated across the different activities.

The maximum total contract value is £10,000. This amount must cover all locally payable withholding tax, VAT, taxes and other applicable charges.

Proposals that exclude applicable taxes and charges will be automatically rejected.

Payment will be contingent upon successful completion of all deliverables.

Proposal Evaluation Criteria

Submissions will be assessed against the following criteria:

• Appreciation and understanding of the assignment.

• Quality of the proposed evaluation framework.

• Proposed approach to implementing the evaluation framework.

• Skills, expertise and experience of the service provider.

• Evidence of similar assignments completed.

• At least two references.

• Proposed management and delivery approach, including a Gantt chart.

• Price and overall costs.

Shortlisted bidders may be invited to an online interview as part of the final selection process.

Any person already connected to the eCooking Scale Up and Support Programme, either as an awardee or through an organisation that has benefited from the programme, is not eligible to apply.

Technical proposals must be a maximum of 6 pages. An annex containing up to 3 CVs, with each CV limited to a maximum of 2 pages, may be included and will not count towards the 6-page limit.

Any intended use of AI in delivering the assignment must be disclosed in the proposal and clearly explained within the evaluation framework.

Where AI tools are used, they must be accessed through approved professional or enterprise-grade accounts that provide appropriate data protection, confidentiality and security safeguards. Submission Of Queries

Responses to queries will be shared with all bidders by 11 September 2026.

Bidders may still submit proposals without having indicated their interest, but they must accept that they may not have received responses to questions submitted by other bidders.
