Preference will be given to candidates from ICGLR Member States, including Angola, Burundi, Central African Republic, Republic of the Congo, Democratic Republic of the Congo, Kenya, Uganda, Rwanda, South Sudan, Sudan, Tanzania and Zambia.
About The Assignment
The Great Lakes Region is rich in minerals including 3Ts (tantalum, tin and tungsten), gold, cobalt and copper. However, challenges such as infrastructure limitations, governance issues and recurring conflicts affect the region’s ability to fully benefit from its mineral resources.
IMPACT is implementing a four-year EU-funded project, running from 2023 to 2027, to support ICGLR Member States in improving the governance and control of mineral resources.
Building on the existing ICGLR Value Addition Guidelines, the consultant will develop tools and training modules to help Member States create conditions for value addition in their respective countries.
The assignment will include a one-day training for representatives of ICGLR Member States.
Key Objectives
The consultant will:
- Design comprehensive, competency-based curricula, tools and training packages based on the existing Value Addition Guidelines.
- Support mining-sector stakeholders in the Great Lakes Region through relevant training materials.
- Deliver a one-day training to representatives of ICGLR Member States.
The curriculum products should incorporate human rights approaches, adult learning methodologies, gender-responsive perspectives, environmental and social protection considerations, and digital learning components where appropriate.
Phase 1 – Curriculum Development
The consultant will:

Conduct a needs analysis to determine training requirements.
-
Determine appropriate curriculum development methodologies.
-
Integrate emerging instructional methods and technologies where appropriate.
-
Prepare a curriculum outline and training plan for approval.
-
Develop training modules and curricula, facilitator guides, toolboxes and participant handbooks tailored to adult learners.
Phase 2 – Training Delivery
The consultant will:
- Deliver a one-day training programme in the Great Lakes Region.
- Develop an assessment strategy to determine training success.
- Provide recommendations for future programmes and revisions to existing training initiatives.
The work will involve a desk review of available documentation, primarily the ICGLR Value Addition Guidelines. The consultant will develop the training methodology in consultation with IMPACT and the ICGLR.
Out of scope: Development of new value addition guidelines, as the existing ICGLR Value Addition Guidelines will be used.

Required Qualifications And Experience
Applicants should demonstrate that they meet the following requirements:

Advanced university degree (master’s or equivalent) in Mining Engineering, Public Policy, Natural Resource Management or a related field.

5–10 years of professional experience in curriculum development, capacity building or institutional development within the mining and extractives sector.
-
Substantial knowledge of value addition, particularly in the Great Lakes Region of Africa.
-
Experience translating policies and guidelines into extension, training and implementation plans.
-
Strong facilitation and participatory training skills.
-
Ability to translate complex content into practical, user-friendly modules.
-
Experience conducting stakeholder consultations and training in multi-country and multicultural settings.
-
Knowledge of adult learning principles, instructional methodologies and technology-enabled learning.
-
Current knowledge of instructional design processes, learning styles and instructional techniques in international or multicultural settings.
-
Experience working in sub-Saharan Africa is an asset.

Excellent written and oral English communication skills.
-
French-English bilingualism is a definite asset.

Familiarity with the ICGLR mandate, structure and regional development priorities is an asset.

Contractual Conditions
The consultant will be engaged as an independent contractor and will not have an employment relationship with IMPACT or entitlement to employee benefits.
The consultant will be responsible for applicable taxes, social contributions and insurance. Fees will be all-inclusive and expressed in USD or EUR.
Travel, accommodation and subsistence costs will be covered by IMPACT in accordance with its policies and against supporting receipts.
