Montenegro’s active Youth Guarantee pilot connects eligible NEET young people aged 15–29 in Bijelo Polje, Nikšić and Ulcinj with a quality offer of employment, continued education, training or professional practice.
Complete training program details
The national Youth Guarantee implementation plan covers 2024–2026, with the pilot phase active in Bijelo Polje, Nikšić and Ulcinj. The programme is designed so eligible participants receive a quality employment, education, training or professional-practice offer within four months of entering unemployment or leaving formal education. Young people can register through Employment Agency bureaus in the three pilot municipalities or through youth services and programme partners.
Eligibility requirements
The programme is intended for people aged 15–29 who are unemployed, outside formal education and not participating in vocational training or other training (the NEET population). Current pilot registration is focused on Bijelo Polje, Nikšić and Ulcinj.
