Oracle Cloud Migration SME/PM

This position is listed on behalf of a partner company, who manages all applications and next steps. Our partner is looking for an Oracle Cloud Migration SME/PM based in the United States. This senior-level role will lead a complex enterprise migration from Microsoft Azure to Oracle Cloud Infrastructure (OCI). You will own the end-to-end migration roadmap, governance, coordination, and execution across a highly interconnected technology environment. The role spans infrastructure, applications, databases, security, networking, architecture, operations, vendors, and business stakeholders. You will work closely with technical leaders, cloud architects, application owners, and technology partners to manage dependencies and reduce operational risk. A key focus will be planning and executing migration and cutover activities while minimizing disruption to critical business systems. This is a highly collaborative position requiring strong technical depth, program leadership, executive communication, and decision-making skills. The role is fully remote and offers the opportunity to contribute to a major public-sector cloud transformation program.

Lead the end-to-end planning, governance, coordination, and execution of a large-scale migration from Azure to Oracle Cloud Infrastructure. Develop and maintain the migration roadmap, including milestones, dependencies, workstreams, risks, resources, and cutover plans. Coordinate across infrastructure, applications, databases, security, networking, architecture, operations, and business teams to ensure migration readiness. Partner with cloud architects, application owners, technical leadership, Oracle, Microsoft, implementation partners, and other stakeholders throughout the transformation. Manage technical and operational risks, dependencies, issues, and decisions while minimizing business disruption. Lead migration and cutover planning, testing, execution, and post-migration activities across multiple applications and infrastructure components. Apply project governance, IT service management, and industry frameworks to maintain control, accountability, and delivery quality. Analyze complex technical and operational information, develop recommendations, and communicate findings clearly to technical and executive audiences. Provide guidance to a small team while collaborating effectively within a larger, multidisciplinary program. Support enterprise cloud architecture, database, ETL, application, and infrastructure activities throughout the migration lifecycle. Track project activities, issues, and dependencies using business and IT management tools, including platforms such as ServiceNow. Requirements Bachelor’s degree in a relevant field and 14+ years of related professional experience . Demonstrated experience leading large-scale cloud, data center, or enterprise technology transformation programs involving multiple applications, infrastructure dependencies, vendors, and business stakeholders. Direct experience leading an Azure-to-OCI migration or a comparable hyperscaler-to-hyperscaler cloud migration. Extensive knowledge of AWS, Microsoft Azure, Oracle Cloud, OCI services, cloud architecture, and migration methodologies. Strong experience with Oracle databases, Oracle applications, Exadata, or other Oracle technology platforms. Working knowledge of Microsoft .NET applications, MySQL databases, and Extract/Transform/Load (ETL) processes. Understanding of software development lifecycle (SDLC), load-balanced environments, IT service management, governance frameworks, and standards such as ITIL, ITSM, COBIT, and ISO. Experience with end-to-end testing, migration planning, dependency management, governance, and enterprise cutover activities. Proficiency with Microsoft Office and collaboration tools such as Word, Excel, PowerPoint, Visio, SharePoint, and Teams. Familiarity with IT tracking and service management tools, preferably ServiceNow. Excellent written, verbal, presentation, and stakeholder-management skills, with the ability to explain complex technical information clearly. Strong analytical and problem-solving capabilities, with the ability to evaluate data, develop recommendations, and influence decisions. Ability to work independently, provide guidance to others, and collaborate effectively across large, multidisciplinary teams. U.S. citizenship is required. Ability to meet the role’s public-trust requirements, including NACI (T1). Benefits Salary range: $161,500–$218,500, with actual compensation determined by experience, geographic location, and applicable contractual requirements.
