Principal Programmer

This position is listed on behalf of a partner company, who manages all applications and next steps. Our partner is looking for a Principal Programmer based in United States. This fully remote role offers the opportunity to lead software and database development for a mission-critical waste data management system supporting a major federal program. You will take ownership across the full software development lifecycle, from requirements analysis and system design through development, testing, and implementation. The role combines application modernization, database migration, custom module development, and ongoing system enhancements. You will work with Java, Oracle, SQL, PL/SQL, JSP, JavaScript, and other technologies within an established enterprise environment. Collaboration with distributed technical teams and software development partners will be central to delivering reliable and compliant solutions. You will also contribute to software quality assurance, documentation, testing, and database administration support. The position is remote, with occasional travel to Carlsbad, New Mexico, for face-to-face technical meetings up to twice per year.

Lead full lifecycle software and database development activities, including requirements analysis, effort estimation, system design, development, testing, implementation, and production support. Modernize and maintain applications supporting waste transportation, packaging, characterization, and regulatory requirements. Implement system changes based on updated regulatory and packaging documentation across existing waste management and transportation applications. Lead the migration of an existing Transportation database application to the WDS platform, including the development of screens and reports within the Transportation Dashboard. Architect and develop a new VDRUM module within the CTMA framework to calculate Flammable Volatile Organic Compound Drum Age Criteria, Concentration Multipliers, and Prediction Factors. Provide backup database administration support within an Oracle RDBMS environment, including troubleshooting and query development. Enhance Chemical Compatibility functionality to support waste characterization, packaging, and related operational groups. Add and maintain new waste packaging types and associated system functionality. Participate in regular change control, technical support, and project meetings with distributed technical teams. Develop requirements documentation, design specifications, level-of-effort estimates, test plans, and other technical deliverables. Ensure software deliverables comply with applicable quality assurance requirements, software quality assurance plans, and IEEE frameworks. Support testing, issue resolution, documentation, and continuous improvement throughout the application lifecycle. Travel to Carlsbad, New Mexico, for face-to-face technical meetings up to twice annually. Requirements: Bachelor’s degree in Computer Science, Engineering, or a related technical discipline is preferred. At least 5 years of professional experience as a Principal Programmer, Lead Developer, Senior Software Engineer, or in a comparable role involving complex application and database development or modernization. Expert-level experience with Java, HTML, Java Server Pages (JSP), JavaScript, and CSS. Strong expertise with Oracle RDBMS, including advanced SQL and PL/SQL programming. Experience working with Apache Tomcat Web Server and Microsoft Windows Server environments. Proficiency with development and technical tools such as Eclipse IDE, Jaspersoft iReport, and Matrix or comparable systems used for problem reporting, change management, and testing documentation. Strong understanding of software development lifecycles, application architecture, database development, testing, and implementation. Ability to independently prepare requirements documentation, level-of-effort estimates, system design documentation, and comprehensive test plans. Strong analytical and problem-solving skills, with the ability to troubleshoot complex application and database issues. Excellent written and verbal communication skills and the ability to collaborate effectively with distributed technical teams and external development partners. Strong attention to detail and commitment to quality, documentation, regulatory compliance, and reliable software delivery. Ability to work effectively in a fully remote environment and participate in scheduled teleconferences and technical meetings. Ability to occasionally work prolonged or irregular hours when required by project or operational needs. Ability to perform standard office activities, including extended periods of computer work and keyboarding, with occasional lifting or moving of items weighing up to 15 pounds.
