The Program Delivery Lead will translate strategic priorities into measurable programs that strengthen behavioral health networks and improve access to quality care. This role focuses on both Medicare Advantage and Medicaid populations, with responsibility for network performance, provider quality, and value-based initiatives. You’ll work across network teams, market leaders, providers, and internal stakeholders to turn data and strategy into practical improvements. The position combines strategic planning, analytics, provider engagement, program leadership, and operational execution. You’ll develop performance measurement approaches, lead pay-for-performance initiatives, and identify opportunities to improve network effectiveness. Strong relationship management will be essential as you partner with major provider groups and lead joint operating discussions. Establish and maintain actionable, real-time insights into behavioral health network access, including specialty areas such as substance use disorder, autism spectrum disorder, and dementia. Develop, implement, and manage provider scorecards and tiering frameworks to evaluate and differentiate provider performance and quality. Partner with Medicare Advantage and Medicaid network teams, network adequacy teams, and market leadership to use network data and provider metrics to improve quality, access, and efficiency. Design, launch, and lead Pay-for-Performance initiatives for Medicare Advantage providers while supporting and expanding existing programs within Medicaid. Translate strategic priorities into coordinated delivery plans, aligning stakeholders and maintaining accountability for implementation and outcomes. Manage Joint Operating Committees and maintain productive relationships with large provider groups. Serve as a key point of contact for provider issues, troubleshooting, resolution, and strategic partnership development. Analyze provider performance, network adequacy, and behavioral health data to identify opportunities, risks, and areas for improvement. Build effective partnerships with internal and external stakeholders and lead cross-functional teams through complex strategic initiatives. Communicate recommendations, progress, and program outcomes clearly to leadership and other stakeholders through written and verbal presentations. Requirements Bachelor’s degree required. 8+ years of experience in network strategy, provider relations, behavioral health management, or a related discipline within a managed care environment. Strong knowledge of behavioral health provider networks and the operational considerations associated with Medicare Advantage and Medicaid populations. Demonstrated experience developing strategic partnerships and engaging internal and external stakeholders around behavioral health initiatives. Proven ability to lead cross-functional teams, manage multiple stakeholders, and translate strategy into successful implementation. Strong analytical capabilities, including experience with provider performance measurement, network adequacy, and data-driven decision-making. Excellent written and verbal communication skills, with the ability to present complex information clearly to diverse audiences. Strong relationship-management, negotiation, problem-solving, and organizational skills. Experience with value-based care and Pay-for-Performance models is preferred. Master’s degree is preferred. Ability to manage complex provider relationships and drive collaborative outcomes is highly valued. Benefits Annual salary range of $115,200–$158,400 , with actual compensation varying according to geographic location, skills, experience, education, certifications, and other job-related factors. Eligibility for a bonus incentive plan based on company and/or individual performance. Fully remote work opportunity. Medical, dental, and vision benefits. 401(k) retirement savings plan. Paid time off, company and personal holidays. Paid parental and caregiver leave. Short-term and long-term disability coverage. Life insurance. Home-office support, including telephone equipment appropriate for business needs. Internet expense support may be available to eligible employees in certain states. 40-hour standard workweek.
