Job Title: Program Manager
About the Role
We are seeking a strategic and experienced Program Manager to lead and manage large-scale software development and IT service programmes. The successful candidate will oversee multiple related projects, ensure alignment with business objectives, coordinate cross-functional teams, manage resource allocation, mitigate risks, and deliver quality outcomes within budget and schedule.
Key Responsibilities
Define the programme vision, scope, objectives and roadmap aligned with organisational strategy and stakeholder expectations.
Lead planning, execution and governance of the programme: set milestones, manage deliverables, monitor budget, timeline, and resource allocation.
Coordinate multiple inter-dependent projects/workstreams: manage dependencies, ensure consistency, resolve conflicts, and maintain alignment across teams.
Monitor and report programme performance: track KPIs, schedule adherence, budget variance, risk/issues, provide regular updates to senior management and stakeholders.
Stakeholder management: engage executives, business owners, vendors/partners, internal teams; ensure clear communication, manage expectations and escalate as needed.
Risk & change management: identify programme risks, issues and impacts; implement mitigation and contingency plans; manage scope changes effectively.
Ensure programme quality and delivery standards: define governance processes, ensure compliance with internal standards, audit readiness, lessons learned.
Lead and mentor project managers and team leads: build capability in the programme team, encourage continuous improvement, create a high-performance culture.
Transition to operations: ensure seamless handover of programme deliverables into BAU support/operations and track benefit realisation.
Qualifications & Experience
Bachelors degree in Computer Science, Software Engineering, Business Administration or a related field (Masters or relevant certification such as PMP, PgMP preferred).
Minimum 810 years experience managing complex programmes in IT services or software development, ideally in UAE/GCC region.
Proven track record of delivering large-scale, multi-workstream programmes on time, on budget and to quality in an IT services environment.
Strong commercial and financial acumen: managing programme budgets, cost control, resource planning and benefits realisation.
Excellent stakeholder engagement, communication and leadership skills; experience interfacing with senior executives and managing vendors/partners.
Familiarity with software development lifecycle (SDLC), agile/lean methodologies, change management and programme governance frameworks.
Proficiency with programme/project tools and reporting (e.g., MS Project, JIRA, dashboards) and the ability to interpret data and drive insights.
