Purpose of Assignment:

Under the guidance of the supervisor, Chief of Field Office, Chattogram, within the Field Services Section, the Programme Officer is accountable for planning, design, implementation and monitoring of programmes in the Chittagong Hill Tracts, in accordance with the Country Programme Document, Country Programme Management Plan (CPMP) and relevant sectoral priorities, with a focus on improving equitable access to essential services and advancing results for the most vulnerable children.

Summary of key functions/accountabilities:

1. Effective knowledge management and systems developed and utilized to strengthen area/country programme management.

2. Situation Analysis prepared and updated, including critical programme intervention points identified, and programme work plans, recommendations and reports prepared.

3. Programme funds are efficiently and transparently utilized.

4. Programme monitoring and evaluations effectively conducted to improve programme performance, and programme status reports prepared in a timely manner. Gender/sex disaggregated data and inputs relevant to country programme provided as integral part of programming.

5. Rights based and results-based programming approach is fully incorporated into all phases of programme and project design, implementation and monitoring.

6. Commitment and institutional capacities of the national and local partners strengthened and sustained.

7. Child-Rights perspectives integrated into policy analysis and advocacy at the national, community and family levels incorporated in policy analysis for establishing and elevating UNICEF’s credibility in national and international policy debates.

8. Effective partnership and collaboration established and maintained for advocacy, technical cooperation, programme development, coordination and implementation.

To qualify as a champion for every child you will have…

Minimum Requirements:

• Education: A Bachelor or equivalent (First Level University Degree) in one of the following fields is required: Social Sciences, International Relations, Government, Public Administration, Public Policy, Social Policy, Development Studies, Community Development, or another relevant technical field.

• Work Experience: Minimum two years of progressively responsible professional experience in programme development, coordination, monitoring, evaluation, knowledge management, and partnership engagement, preferably in child rights, social development, governance or humanitarian programming is required.

• Skills: Experience in Situation Analysis, Planning, Stakeholder Coordination, Policy Advocacy, Reporting, Capacity Building.

• Language Requirements: Proficiency in English is required.

Desirables:

• Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.

• Proficiency in Chittagonian and/or CHT language is preferred.

• Strong understanding of the CHT socio-political context, including governance, the Peace Accord, traditional institutions, and decentralized administration.

• Experience in evidence-based programme management with government, UN, civil society, and communities using rights-based and results-based approaches.

• Expertise in monitoring and evaluation, capacity strengthening, budget oversight, donor reporting, and resource management.

• Experience in policy dialogue, programme design, planning, monitoring, and disaster management.

• Experience working with government and subnational authorities in the CHT on institutional strengthening, policy engagement, planning, and programme implementation.

• Experience collaborating with government, CSOs, and communities on emergency preparedness, response, and coordination.

• Relevant experience at country level, particularly in development, fragile settings and humanitarian contexts.
