Project Engineer – Civil Condition Assessment

Job Purpose
The Senior Project Engineer is responsible for the day- to-day technical execution and site delivery of the Civil Condition Assessment Project for Client. The role leads inspection, testing, structural assessment, and reporting activities across assigned plant divisions, ensuring all work is delivered safely, on schedule, and in full compliance with contractual requirements, Client Engineering Standards, and Bureau Veritas Quality and HSE Management Systems. The Senior Project Engineer supports the Project Manager in planning, resourcing, and client coordination, and acts as the senior technical authority on site.
Key Responsibilities
Technical Execution
Lead and supervise civil and structural condition assessment activities across assigned facilities.
Plan and execute visual inspections, concrete investigations (NDT, core sampling, half-cell potential, carbonation, chloride profiling), laboratory testing, and structural assessments.
Interpret inspection and test results, determine deterioration mechanisms, and develop repair recommendations and prioritisation.
Ensure all activities are performed in accordance with project specifications, Client Engineering Standards, international codes, and Bureau Veritas procedures.
Prepare, check, and consolidate technical reports for Project Manager review and client submission.
Provide technical guidance and mentoring to engineers, inspectors, and technicians.
Project Support
Support the Project Manager in developing and updating the Project Execution Plan, inspection schedules, and resource plans.
Prepare and maintain work packs, inspection test plans, and division-wise execution sequences.
Monitor daily and weekly progress against the baseline schedule and report deviations with recovery proposals.
Track quantities executed against the Bill of Quantities (BOQ) and flag scope variations or ambiguities early.
Assist in identifying and documenting variations, change orders, and additional scope.
Site and Team Leadership
Act as the senior on-site technical focal point for assigned divisions.
Supervise Team Leaders, inspectors, and technicians; verify competency, attendance, and productivity.
Coordinate site access, permits, shutdown windows, and logistics with client Gas operations teams.
Ensure adequate manpower, equipment, and consumables are mobilised in line with the plan.
Client Interface
Support the Project Manager as a technical interface with Client Gas engineering and operations personnel.
Attend and contribute to progress, technical, and site coordination meetings.
Respond to client technical queries, site observations, and clarification requests within agreed timeframes.
HSE Management
Ensure full compliance with Client HSE requirements and Bureau Veritas HSE procedures on site.
Prepare and implement Risk Assessments, Method Statements, JSAs, and Permit-to-Work documentation.
Conduct toolbox talks, site HSE inspections, and safety observations.
Report and investigate incidents and near misses, and implement corrective actions.
Promote and reinforce a Zero Incident culture.
Quality Management
Ensure inspection, testing, and reporting activities comply with ISO 9001 and project quality requirements.
Verify calibration and suitability of inspection and testing equipment.
Review deliverables for technical accuracy, completeness, and consistency prior to submission.
Support closure of NCRs, observations, and corrective actions within agreed timeframes.
Participate in internal quality reviews and technical audits.
Reporting and Documentation
Prepare daily, weekly, and monthly progress inputs for the Project Manager.
Maintain accurate site records, inspection data, photographic evidence, and traceability of findings.
Maintain the project deliverables register and document control records for assigned scope.
Qualifications
Bachelor's Degree in Civil or Structural Engineering.
Minimum 7 years of relevant experience, including at least 4 years in condition assessment, asset integrity, or structural inspection projects.
Experience on similar or other major oil & gas facilities is highly desirable.
Professional certification (e.g. ACI Concrete Inspector, ASNT/NDT Level II, UAE Society of Engineers registration) is an advantage.
Valid UAE driving licence preferred.
Technical Competencies
Civil and structural condition assessment of industrial and plant structures.
Concrete deterioration mechanisms, durability testing, and repair methodologies.
Non-destructive and semi-destructive testing techniques and interpretation of results.
Structural evaluation and residual life assessment principles.
Knowledge of Client Engineering Standards and relevant international codes (ACI, ASTM, BS/EN, ISO).
Technical report writing and data analysis.
Familiarity with Primavera P6 or Microsoft Project; proficiency in Microsoft Office Suite and Auto CAD.

Closure of NCRs and client observations within agreed timeframes.
Accurate quantity tracking and early identification of variations.
Effective supervision, competency, and productivity of the site team.
Positive client feedback on technical performance and site conduct.
