This position is listed on behalf of a partner company, who manages all applications and next steps. Our partner is looking for a Senior Capture Manager, Government based in the United States. This role leads the pursuit and capture of government opportunities across federal and state agencies. You will own opportunities from initial qualification through final proposal submission and help shape the strategy behind each pursuit. The position combines relationship building, competitive intelligence, proposal leadership, and business development. You will engage directly with program offices, contracting officers, potential partners, and other stakeholders. Your work will help bring modern software, data platforms, and digital services to government systems serving millions of people. The role offers significant ownership within a collaborative, mission-driven, and fully remote environment. Travel is required for client meetings, partner engagements, and industry events, with preference for candidates near the DC, Maryland, and Virginia area.
As Senior Capture Manager, you will take ownership of multiple government pursuits while coordinating strategy, relationships, partners, and proposal execution. Own qualified pursuits across federal and state government agencies from capture through submission. Develop and execute call plans, engaging program offices, contracting officers, and potential partners to understand missions, budgets, incumbents, requirements, and pain points. Translate customer and competitor intelligence into compelling win strategies, themes, and differentiators. Engage government customers appropriately through RFIs, sources-sought responses, capability statements, demonstrations, and other capture activities. Identify, evaluate, and onboard teaming partners and subcontractors that address capability or past-performance gaps. Lead go/no-go and capture gate reviews and direct proposal teams through color-team reviews and final submission. Collaborate with leadership on pricing strategy and price-to-win activities. Manage multiple concurrent pursuits while helping leadership identify promising opportunities through agency forecasts. Capture lessons learned following every pursuit outcome and use them to continuously improve future capture efforts. Requirements The ideal candidate combines government capture expertise with strong relationship-building, writing, strategic thinking, and execution skills. 5+ years of experience in government capture, business development, or a closely related field. Demonstrated ownership of government pursuits or bid responses from qualification through submission, including win strategy, color-team reviews, and pricing. Experience working directly with government stakeholders and building relationships within agencies where established connections may not yet exist. Strong ability to manage multiple pursuits simultaneously while remaining organized and composed under tight deadlines. Strong written communication skills and the ability to develop clear, persuasive capture and proposal content. Sufficient technical literacy to discuss software modernization and data platforms effectively. Comfort using AI tools for research, analysis, and initial drafting. Hands-on, collaborative approach with a willingness to learn and adapt. Humble, caring, and respectful working style aligned with values such as curiosity, sustainability, passion, and fun. Experience with CMS, HHS, or the broader federal health ecosystem is highly desirable. Experience capturing work related to social determinants of health, including housing, nutrition, economic mobility, education, or social services, is a plus. Familiarity with GWACs, IDIQs, agency BPAs, and small-business, 8(a), or full-and-open pursuits is advantageous. A U.S. citizen who can physically perform all work within the United States and successfully pass a government-performed public trust background check. Benefits Published base salary of $130,000–$185,000 annually . Additional incentives available for successful contract wins. 100% remote work within the United States.
