Senior Consultant/Project Manager

This position is listed on behalf of a partner company, who manages all applications and next steps. Our partner is looking for a Senior Consultant/Project Manager based in United States. This role leads consulting engagements supporting state government Health and Human Services agencies across complex technology and business transformation initiatives. You will oversee multidisciplinary project teams and guide projects involving IT planning, procurement, implementation, quality assurance, and organizational improvement. The position combines hands-on project management with strategic client advisory responsibilities, requiring strong leadership, organization, and communication skills. You will work directly with government stakeholders, executive leaders, business analysts, and technical specialists to deliver high-quality outcomes on time and within budget. The role also offers opportunities to contribute to staff development, business development, and the continued growth of a collaborative consulting practice. This is a remote opportunity with travel of up to 50% to client sites nationwide and potential work in U.S. territories.

Project leadership: Lead consulting engagements for state HHS agencies across areas including project management, IT system planning and procurement, business process improvement, organizational and operational assessments, strategic planning, IT and data governance, workforce assessment, IV&V, implementation, and IT solution vendor oversight. Delivery management: Lead and support the delivery of client services on schedule and within budget, including assigning resources, coordinating team activities, and overseeing the development of high-quality project deliverables. Project planning: Develop project approaches, work plans, schedules, and task assignments while coordinating activities across business analysts, technical analysts, and other project team members. Client reporting: Prepare and communicate project status updates, risks, issues, milestones, and other key information for a range of stakeholders, including client executive leadership. Deliverables and quality assurance: Oversee deliverables such as IT system assessments, needs assessments, gap analyses, requirements traceability matrices, procurement documents, federal Advance Planning Documents, IV&V reports, and QA/testing documentation. Client advisory and facilitation: Serve as a trusted advisor to clients, facilitate stakeholder meetings and interviews, and communicate complex technology and business issues clearly and professionally to diverse audiences. Team leadership and development: Inspire and motivate project teams, provide coaching and mentorship to junior staff, and contribute to training, learning, and professional development initiatives. Practice development: Contribute to business development activities, including proposal development, and help strengthen a collaborative, innovative, and positive HHS consulting environment. Quality and continuous improvement: Maintain a strong focus on service quality and ensure project work and deliverables consistently meet established consulting quality standards. Requirements: Bachelor’s degree in a technology-related field or equivalent relevant education and experience. Project Management Professional (PMP) certification from the Project Management Institute. At least 4 years of experience working with or for state government agencies, particularly those responsible for Health and Human Services programs. Strong knowledge of state government HHS programs and services, such as SNAP, TANF, Child Support, and Child Care. Technology-related education, professional experience, or subject-matter expertise, with the ability to work comfortably on IT-related consulting projects. Demonstrated experience leading project teams and managing multiple assignments, priorities, and deliverables. Strong project management, organizational, and self-management skills, with the ability to remain calm, focused, and effective during demanding periods. Excellent written communication skills, including the ability to document complex issues clearly, succinctly, and logically. Excellent verbal communication and presentation skills, with the ability to explain complex topics to technical, operational, and executive audiences. Strong client-service orientation and the ability to establish and maintain positive relationships with diverse stakeholders. Ability and interest in coaching and mentoring junior team members and contributing to team development. Strong attention to detail while maintaining awareness of broader project objectives and strategic priorities. Ability to work independently as well as collaboratively across multidisciplinary teams. Proficiency with Microsoft Office tools, including PowerPoint, Project, Visio, and Excel. IT and management consulting experience is preferred. Experience with business development activities, including proposal writing, is an advantage. Benefits: Base salary range of $80,000–$135,000 , with final compensation determined by experience, education, seniority, qualifications, travel requirements, and other relevant factors.
