This position is listed on behalf of a partner company, who manages all applications and next steps. Our partner is looking for a Senior Program Manager - Law Enforcement based in the United States. This senior leadership role combines federal law enforcement expertise, program delivery, strategic growth, and business development. You will help shape technology strategies and solutions supporting major federal law enforcement and national security missions. The position requires deep knowledge of agency structures, operational priorities, IT modernization, and government procurement environments. You will serve as a trusted advisor to senior government stakeholders while connecting mission needs with innovative technology capabilities. The role spans opportunity identification, capture strategy, proposals, program execution, financial performance, and post-award client success. You will also lead multidisciplinary teams, oversee partners and subcontractors, and ensure high-quality delivery against contractual and mission requirements. Provide deep subject matter expertise in federal law enforcement operations, organizational structures, investigative technology, and IT modernization priorities. Develop and maintain strong relationships with senior government stakeholders, aligning technology capabilities with agency missions and operational requirements. Support strategic business development across the full opportunity lifecycle, from identification and qualification through capture, proposal submission, award, and growth. Lead targeted business development activities, including RFI, RFQ, and RFP analysis, solution development, proposal reviews, white papers, and win strategy execution. Serve as the voice of the customer throughout capture and growth activities, translating agency priorities into compelling technical and business solutions. Support post-award implementation and transition activities, helping clients move successfully from contract award to operational delivery. Lead assigned programs and ensure successful completion of technical, financial, operational, and business development objectives. Manage and develop technical and administrative personnel, including subordinate managers, hiring, performance evaluations, and team development. Own program profitability, revenue growth, financial performance, budgeting, cost management, forecasting, and profit improvement initiatives. Ensure the quality of program products, services, and deliverables through reviews, audits, site visits, and continuous performance monitoring. Coordinate subcontractor activities, deliverables, financial performance, and contractual obligations. Prepare executive-level reports, technical reviews, program updates, and business assessments for senior leadership. Ensure programs and business development activities comply with applicable corporate policies, federal regulations, contractual requirements, and government standards. Requirements Bachelor’s degree or equivalent combination of education and experience. 15+ years of progressive experience in federal law enforcement operations and leadership. Extensive knowledge of federal law enforcement agencies, with particularly strong expertise in the Drug Enforcement Administration and related IT services and modernization initiatives. Demonstrated experience developing and implementing strategic initiatives within federal government environments. Strong understanding of federal acquisition, budgeting, procurement, and contracting processes. Proven experience supporting federal proposal development, capture, delivery, and program execution. Ability to connect operational and investigative technology capabilities with complex law enforcement and national security requirements. Strong leadership experience managing multidisciplinary teams, including personnel development, performance management, and organizational planning. Demonstrated financial management skills, including budgeting, cost estimation, financial analysis, reconciliation, and profitability management. Excellent strategic thinking, communication, presentation, negotiation, and stakeholder-management abilities. Ability to operate effectively with senior government leaders, technical teams, business development professionals, and external partners. Strong understanding of government technology modernization and enterprise IT services. Must be a U.S. citizen. Must be eligible to obtain a Top Secret security clearance . Ability to travel domestically as required, generally less than 10%. Benefits Annual salary range of $165,750–$224,250 , with actual compensation determined by experience, location, qualifications, and applicable contractual considerations.
