The Ministry's Pre-vocational Unit administers the Skills Development Programme for young people who need a practical route into employment, including school dropouts, single parents and people who did not complete studies at a professional centre. Training lasts 6–18 months depending on the career area. The January 2026 Cabinet reform increased intake, introduced micro-credential pathways through Recognition of Prior Learning, aligned training with priority economic sectors, revised allowances to incorporate transport support and outsourced soft-skills training. The newer Cabinet policy explicitly expands eligibility from ages 15–17 to 15–20 and revises allowances to incorporate transport support.
