This position is listed on behalf of a partner company, who manages all applications and next steps. Our partner is looking for a Sr Public Affairs Manager based in Brazil. This is a senior opportunity to lead the government affairs agenda in Brazil within a complex and evolving regulatory environment. You will serve as a key bridge between the organization and public authorities, anticipating regulatory risks and identifying opportunities to advance strategic priorities. The role combines high-level strategy with hands-on execution, giving you significant autonomy to shape institutional relationships and advocacy initiatives. You will engage with stakeholders across the three branches of government and at federal, state, and municipal levels. Working closely with legal, tax, compliance, communications, public policy, and business leaders, you will translate regulatory developments into clear business implications. You will also develop evidence-based positions, build strategic coalitions, and contribute to public policy discussions with meaningful economic and social impact. Reporting to the Legal Director, you will operate as a trusted senior advisor while helping build and strengthen a government affairs function in an evolving structure.

Institutional Relations: Lead relationships with ministries, regulatory agencies, legislators, and other relevant public bodies, representing the organization in meetings, hearings, industry forums, and institutional discussions while maintaining a strong network of decision-makers across Brazil. Regulatory Intelligence: Coordinate legislative and regulatory monitoring with external public affairs consultants and agencies, track bills and regulatory changes, and translate complex developments into executive reports, scenario analyses, and strategic recommendations. Impact Assessment: Identify regulatory risks and opportunities and coordinate with Legal, Tax, Compliance, Commercial, Product, and other specialist teams to assess potential business impacts and establish appropriate positions and responses. Internal Alignment: Facilitate alignment between technical teams and senior leadership, ensuring that the right subject-matter experts are involved in government interactions and that strategic priorities are clearly translated into institutional positions. Advocacy Strategy: Design and execute advocacy and institutional positioning strategies, developing technical, economic, and social arguments to support policy positions and, when appropriate, contributing to public policy proposals and legislative amendments. Coalition Building: Develop strategic alliances with companies, industry associations, chambers, and other stakeholders to strengthen advocacy efforts and increase the effectiveness of institutional engagement. Governance and Communication: Report regularly on progress, risks, and opportunities to senior leadership, support internal awareness of relevant regulatory topics, maintain accurate stakeholder and activity records, and ensure all interactions comply with corporate governance and compliance requirements. Requirements Education: Bachelor’s degree in Law, International Relations, Political Science, Public Administration, Business Administration, or a related field. Experience: 7–10 years of solid experience in government relations, regulatory affairs, public affairs, or a closely related field, with proven experience engaging with the Brazilian National Congress, ministries, and regulatory agencies. Government Expertise: Deep understanding of how the Brazilian government operates, including legislative processes, parliamentary dynamics, bill progression, and regulatory procedures. Stakeholder Network: Established relationships with relevant public-sector decision-makers and the ability to build and maintain trusted institutional connections. Communication: Excellent written and verbal communication skills, with the ability to translate complex technical and regulatory topics into clear, accessible messages for different audiences. Language Skills: Advanced or fluent English for interaction with regional leadership and international stakeholders. Strategic Mindset: Strong analytical and strategic capabilities combined with a high level of execution, autonomy, proactivity, and urgency. Collaboration: Maturity and adaptability to manage multiple stakeholders, align competing priorities, and work effectively across multidisciplinary teams in an evolving organizational environment. Preferred Experience: Background in technology companies, fintechs, digital platforms, tourism, travel, e-commerce, or government relations consultancies is valued, as is previous people-management experience. Additional Language: Advanced Spanish is considered a plus. Benefits Employment: Full-time CLT employment in Brazil.
