Subcontract Manager

Connect Energy partners with a EPC company specialized in process plant project to look for SENIOR SUBCONTRACT ENGINEER / SUBCONTRACT MANAGER to work in Abu Dhabi.

Responsibilities

• Overall in charge for Contracts in Company
• Supervise the Procurement Team in Middle East

For Tender

• Manage preparation of tender contract reviews and lookout list
• Oversee response timeline to answer all queries with regards to tenders
• Provide clarifications, interpretations and propose actions in negotiating terms and conditions

Main Contracts

• Manage drafting, evaluation, negotiation and execution of all types of contracts.
• Build up contract personnel that are specialized in main contracts
• Manage requirements for contractual matters until project completion
• Attend Project meetings where necessary for contractual matters
• Provide contractual advice and interpretation when required
• Work with Project Manager in mitigating and performing risk assessment in contracts
• Provide contractual advice to Project Management Team in substantiating extension of time
• Ensure proper project close out as per contract
• Provide necessary guidance to members of the contacts team on contractual and commercial uses

Subcontracts and PO T&Cs

• Build up contract personnel that is specialized in subcontracts
• Oversee, manage and review subcontracts and purchase order Terms and Conditions
• Review, develop and implement contract administration procedures, systems and policies in consultation with Management
• Oversee subcontract requirements from development stage to completion
• Communicate with internal disciplines and negotiate to vendors for any subcontract matters
• Attend Commercial clarification with Vendor / Subcontractors /Service providers
• Contractual advise and defend against Vendor / Service Provider / Subcontractor's claim / Procurement Director / Deputy General Manager / Procurement, Commercial and Contracts.
• Provide assistance to Project Management Team in analysing Subcontract Extension of Time or Variations
• Oversee all Subcontracts from Selection to Close out

Dispute

• Identify possible areas of dispute amongst the Consultant(s), Contractor(s) as well as Client(s) and take the necessary proactive measures
• Develop a contract personnel that is specialized in resolving disputes.
• Manage dispute and provide resolution
• Review / draft letters and documents for and from third parties / internal disciplines and assist to propose solution
• Defend against any invalid claim of Vendors to Company

Compliance

• Oversee Pre-Qualification administration of vendors in ME region
• Ensure commercial claims / variations / documentations are in compliance with Contract and Procurement procedures
• Ensure contract related procedures are complied
• Ensure procurement objectives are achieved in ME
• Ensure procurement objective for Pre Qualification and Subcontract are achieved in SG

Decision Making Authority

• Contractual Matters for Middle East project / South East Asia.
