WHO is recruiting a P-4 Technical Officer in Cairo for a one-year fixed-term appointment supporting mental-health, neurological and substance-use policy, surveillance, emergency MHPSS and regional public-health initiatives across the Eastern Mediterranean Region.

Full job description

The officer will support Member States on evidence-informed policies, legislation, strategies, action plans, surveillance and monitoring; advise civil society; strengthen implementation of the regional substance-use flagship and emergency MHPSS action plan; prepare donor proposals; build partnerships; support dementia, suicide-prevention and anti-stigma work; strengthen MNS monitoring systems; and prepare technical information products.

Requirements & qualifications

A master's degree in psychiatry or Clinical Psychology is required. Applicants need at least seven years of relevant experience with international exposure developing and implementing mental-health and substance-use policies, strategies and action plans across development and humanitarian settings. Expert English is required; intermediate Arabic or French is desirable. WHO also seeks expertise in relevant international policy frameworks, psychosocial and epidemiological aspects, technical assistance, capacity building, data interpretation and proposal/report writing.
