Training Strategy, Curriculum Development and Program Management Develops, implements, and maintains the comprehensive training and workforce development strategy for assigned programs and contract Partners with program leadership to establish annual and ongoing training priorities aligned with operational objectives, contract requirements, quality performance, and workforce needs Designs and maintains structured curricula for new employee onboarding, role-specific orientation, annual education, regulatory and contractual training, continuing education, and professional development Ensures training content accurately reflects current program policies, procedures, workflows, clinical standards, care management tools, contractual requirements, and applicable regulatory requirements Develops standardized training materials, facilitator guides, job aids, reference tools, simulations, case studies, competency assessments, and other educational resources Establishes and maintains a structured training calendar and ensures required education is completed within established timeframes Develops processes for managing revisions to training materials whenever contractual requirements, policies, workflows, technology, or operational processes change Partners with subject matter experts and functional leaders to ensure specialized content reflects current evidence, regulatory expectations, and operational practice Onboarding, Education and Competency Validation Leads the onboarding and orientation program for new employees and ensures employees demonstrate required competencies before independently performing assigned responsibilities Delivers or coordinates education related to person-centered care planning, care management, transitions of care, member engagement, interdisciplinary coordination, behavioral health, social determinants of health, community resources, documentation, and program-specific requirements Develops role-specific competency standards and validation processes for clinical and non-clinical staff Establishes clear criteria for successful completion of orientation and readiness for independent practice Identifies employees requiring additional education, coaching, or remediation and develops structured learning plans in partnership with appropriate supervisors and leaders Provides ongoing education to reinforce existing competencies and introduce new requirements, processes, tools, and best practices Supports train-the-trainer approaches and develops internal subject matter experts, preceptors, coaches, and other staff who assist with workforce education Performance Improvement and Workforce Readiness Partners with Quality Improvement and other functional leaders to identify performance trends, audit findings, documentation gaps, member experience concerns, or other issues requiring educational intervention Translates quality findings, corrective action plans, operational changes, and identified performance gaps into targeted education and competency development initiatives Establishes metrics to evaluate training effectiveness Participates in root cause analysis and corrective action initiatives when education, knowledge, competency, or workflow adherence contributes to performance deficiencies Evaluates whether training interventions produce measurable improvements in employee performance and recommends modifications when expected outcomes are not achieved Collaborates with Quality Improvement to ensure training and competency records support audit readiness and contractual compliance Operational Partnership and Subject Matter Support Serves as a key workforce development and operational partner to program leadership Participates in implementation planning for new workflows, policies, technology, contract requirements, and program initiatives to ensure workforce education occurs before operational rollout Provides subject matter consultation and coaching to employees regarding care management processes, person-centered planning, documentation, member engagement, clinical coordination, and program requirements Supports leaders in identifying individual and team development needs and recommending appropriate education, coaching, or competency interventions Participates in reviews, audits, readiness assessments, workgroups, and other activities where training and workforce competency are evaluated Administration and Other Responsibilities Maintains accurate training, competency, and continuing education records in accordance with organizational and contractual requirements Supports evaluation and implementation of learning management systems, virtual training platforms, and other educational technologies Performs additional duties and special projects as assigned
Bachelor's degree in nursing, healthcare, education, organizational development, public health, healthcare administration, behavioral health, social work, or a related field Minimum of five years of progressively responsible experience in healthcare, care management, clinical operations, workforce education, training, or related fields Experience developing training curricula, competency assessments, educational materials, and performance improvement interventions Demonstrated leadership, facilitation, coaching, and communication capabilities
Master's degree in nursing, healthcare administration, education, organizational development, public health, or a related discipline preferred Minimum of three years of experience developing, delivering, or managing training, orientation, competency validation, staff development, or clinical education programs preferred Experience with Medicaid, managed care, behavioral health, population health, community-based services, care transitions, or complex populations strongly preferred Experience with adult learning principles, instructional design, virtual education, learning management systems, and competency-based education preferred
