The United Nations Framework Convention on Climate Change (UNFCCC) is inviting applications for a Regional Adaptation Specialist (Consultant) to support the implementation of the adaptation workplan of the Regional Collaboration Centre (RCC) West and Central Africa.

The consultancy will run for 11 months at 50% part-time, with occasional flexibility depending on workload and specific needs.

About The Unfccc And Rcc West And Central Africa

The UNFCCC secretariat supports the Convention, the Kyoto Protocol and the Paris Agreement through substantive and organizational support to meetings of the Parties and a range of related activities.

The Adaptation Division supports the intergovernmental process on adaptation, including work relating to the Global Goal on Adaptation (GGA), National Adaptation Plans (NAPs), the Nairobi Work Programme (NWP), the Warsaw International Mechanism for Loss and Damage, the Adaptation Committee, adaptation communications and the adaptation registry.

The Regional Collaboration Centers (RCCs) support national climate action through capacity-building, technical assistance and strategic networking. RCC West and Central Africa facilitates the acceleration of climate action in 25 countries in the region.

Established in 2013 through a Memorandum of Understanding between the UNFCCC secretariat and the West African Development Bank (BOAD), RCC West and Central Africa supports the implementation of the Paris Agreement across the region.

Purpose Of The Consultancy

Under the direct supervision of the Regional Lead of RCC West and Central Africa and overall guidance of the substantive teams of the Adaptation Division, the Regional Adaptation Specialist will implement activities under the Adaptation workstream of the RCC WAC Africa work plan.

The consultant will support countries in formulating and implementing National Adaptation Plans (NAPs) and work on the Global Goal on Adaptation (GGA), adaptation reporting, and loss and damage.

The Regional Adaptation Specialist will leverage the RCC’s regional presence and network to advance work on adaptation and loss and damage.

Key responsibilities

The successful consultant will be responsible for supporting the strategic planning and implementation of regional adaptation priorities, including advancing support to countries on NAPs, GGA and loss and damage.

Key responsibilities include:

  • Developing and maintaining a comprehensive database of regional adaptation partners and initiatives to facilitate stakeholder engagement on NAPs, GGA and loss and damage.

  • Sharing relevant information with the Adaptation Division, including information on accredited entities that can support countries in accessing financing from the Green Climate Fund (GCF) and Adaptation Fund (AF).

  • Compiling information from countries on their experiences with adaptation to inform various compilations by the Adaptation Division.

  • Supporting information gathering on progress on NAPs and the GGA, gaps and needs, and support being provided to and received by countries.

  • Supporting the delivery of regional capacity-building and outreach activities on adaptation and loss and damage.

  • Increasing the visibility and ambition of adaptation efforts under the UNFCCC and Paris Agreement through proactive outreach, awareness-raising activities and engagement platforms.

  • Participating in cross-divisional projects and providing support in unforeseen areas of need.

  • Adapting to evolving priorities within the scope of the Adaptation Division and the RCC’s adaptation-related activities.

  • Performing any other job-related activities required to achieve the goals and objectives of the Adaptation Division and/or secretariat.

Contract Duration And Work Arrangement

The consultancy will run for 11 months on a 50% part-time basis.

The position is remote, with occasional visits to RCC West and Central Africa in Lomé, Togo. Occasional flexibility may be required depending on workload and specific needs.

Qualifications And Requirements

Candidates should meet the following requirements:

  • An advanced university degree in international relations, law, climate change, environmental or social sciences, or a related area.

  • At least 3 years of professional experience relevant to climate change adaptation, development assistance, sustainable development and associated international and national governance and regulatory systems.

  • Demonstrable skills and competencies in stakeholder engagement on adaptation and resilience, transformations, and loss and damage.

  • Familiarity with the UNFCCC process and the landscape of adaptation support.

  • Very strong analytical and drafting skills.

  • Good planning and organizing skills.

  • Fluency in English, both oral and written.

  • Working proficiency in French is an asset.
