This role ensures the program operates in compliance with applicable laws, regulations, regulatory guidance, and internal policies while maintaining a strong control environment that supports the effective identification, escalation, monitoring, and mitigation of financial crimes risk. As a member of the Financial Crimes Compliance leadership team, the Vice President partners closely with executive management, Risk Management, Compliance, Internal Audit, Legal, Operations, and business line leaders to promote a culture of compliance and accountability. The role is responsible for overseeing governance frameworks, quality control programs, management reporting, Board reporting, issue management, and program effectiveness metrics that provide transparency into financial crimes risks and compliance performance. What You Will Do: Governance and Program Oversight Lead and enhance the Bank's AML/CFT governance framework, ensuring alignment with regulatory requirements, industry best practices, and the Bank's risk appetite. Develop and maintain governance standards for centralization management of policies, procedures, oversight routines, and escalation processes supporting all components of the Financial Crimes Compliance Program. Oversee AML/CFT managed governance committees and working groups, including agenda development, issue escalation, meeting management, decision documentation, and action item tracking. Assess AML/CFT processes, providing effective challenge and oversight to identify opportunities for improvement, develop strategies to enhance program effectiveness, and drive sustainable efficiency gains. Support enterprise-wide risk management initiatives through effective monitoring and reporting of financial crimes risks and control effectiveness. Serve as a primary point of contact during regulatory examinations, audits, and independent reviews for governance-related matters. Monitor regulatory developments, enforcement actions, and industry trends, evaluating potential impacts and recommending enhancements to program governance and controls. Collaborate with executive leadership and stakeholders across the organization to strengthen compliance culture and drive continuous program improvement. Quality Control and Program Effectiveness Lead the Quality Control program for the AML/CFT Risk Management Program team, helping to drive consistent execution of quality reviews across all team functions, including risk assessment, training, CDD/EDD reviews and partner oversight. Design, implement, and maintain a comprehensive risk-based quality control framework to evaluate compliance with regulatory requirements, internal policies, and operational standards. Identify control weaknesses, process inefficiencies, emerging risks, and opportunities to strengthen program effectiveness. Conduct trend analysis and root cause assessments to determine drivers of quality issues and develop corrective action recommendations. Establish quality standards, review methodologies, sampling protocols, and performance metrics to measure quality, accuracy, and consistency. Monitor remediation efforts and validate corrective actions to ensure sustainable resolution of identified deficiencies. Develop and communicate quality metrics, trends, and performance results to senior management and governance committees. Collaborate with operational teams and business partners to implement process improvements and strengthen control effectiveness. Foster a culture of accountability, continuous improvement, and regulatory excellence throughout the Financial Crimes Compliance organization. Reporting and Management Information Oversee the development, governance, validation, and delivery of executive management, and committee reporting related to the AML/CFT Compliance Program. Ensure reporting provides accurate, timely, and meaningful insight into financial crimes risks, operational performance, compliance effectiveness, and emerging trends. Develop and maintain management information systems, dashboards, scorecards, and reporting packages supporting strategic decision-making and effective risk oversight. Establish and monitor Key Risk Indicators (KRIs), Key Performance Indicators (KPIs), and Key Control Indicators (KCIs) to measure program effectiveness and control performance. Analyze and communicate trends related to transaction monitoring, suspicious activity, sanctions screening, customer risk profiles, investigations, and quality control outcomes. Ensure the integrity, accuracy, completeness, and consistency of data utilized in management and regulatory reporting. Present program performance, risk trends, control effectiveness, regulatory developments, and remediation progress to executive leadership. Partner with Technology and Data Management teams to enhance reporting capabilities, automation, data governance, and reporting efficiency. Lead initiatives to improve reporting analytics, visualization, and executive-level decision support capabilities. Produce ad hoc reports and analyses supporting strategic initiatives, examinations, audits, and regulatory inquiries. Leadership and Team Management Provide strategic leadership and oversight for Governance, Quality Control, and Reporting teams within the Financial Crimes Compliance organization. Build, develop, and retain a high-performing team through coaching, mentoring, succession planning, and professional development initiatives. Establish clear performance expectations, accountability standards, and department objectives aligned with organizational goals. Foster a collaborative environment centered on integrity, transparency, regulatory compliance, and operational excellence. Lead resource planning, workforce management, and prioritization efforts to support changing business and regulatory requirements. Serve as a trusted advisor to the AML/CFT leadership on governance, quality assurance, reporting, and financial crimes risk matters. Influence and collaborate effectively with senior executives, regulators, auditors, and business line leaders. Lead strategic initiatives designed to strengthen governance, improve controls, enhance reporting capabilities, and increase overall program maturity. Champion organizational change efforts related to regulatory requirements, technology implementations, process improvements, and business growth. Promote a culture of accountability, sound risk management, and compliance throughout the enterprise. What You Will Need: Bachelor's degree in Business Administration, Finance, Accounting, Risk Management, Criminal Justice, Compliance, or related field. Master's degree preferred. Preferred Qualifications: Certified Anti-Money Laundering Specialist (CAMS) Certified Financial Crime Specialist (CFCS) Certified Regulatory Compliance Manager (CRCM) Experience Minimum of 10 years of progressive experience in AML/CFT Compliance, Risk Management, Internal Audit, Compliance, or related regulatory functions within the banking industry. Minimum of 5 years of leadership experience managing teams and complex compliance operations. Demonstrated experience leading governance, quality control, quality assurance, compliance testing, reporting, or oversight functions within a regulated financial institution. Extensive knowledge of the Bank Secrecy Act (BSA), Anti-Money Laundering regulations, OFAC regulations, FinCEN requirements, the USA PATRIOT Act, and related banking regulations. Experience developing and presenting executive-level, Board, Risk Committee, and Compliance Committee reporting. Experience managing regulatory examinations, internal audits, independent testing reviews, and remediation programs. Experience operating within a mid-sized or large financial institution, preferably one with assets exceeding $8 billion . Proven ability to influence stakeholders, lead strategic initiatives, and drive cross-functional collaboration in a highly regulated environment. Strong written, verbal, analytical, and presentation skills, with the ability to communicate effectively to executive management and Board-level audiences. Salary range: $125,000– $208,000   The salary range reflects the minimum and maximum target for a new hire in this role. Individual pay within the range will be determined by multiple factors which can include but are not limited to a candidate’s experience, qualifications, skills, and location.
