This position is listed on behalf of a partner company, who manages all applications and next steps. Our partner is looking for a Capture & Business Development Manager based in the United States. This is an exciting opportunity for an experienced federal business development professional to identify strategic growth opportunities and strengthen competitive positioning within the government contracting market. In this role, you will lead opportunity identification and qualification, with a particular focus on healthcare-related contracts and task orders across federal procurement channels. You will play a key role in capture strategy, developing compelling past performance narratives, building strategic partnerships, and structuring teaming arrangements to improve win probability. Working closely with proposal, delivery, and leadership teams, you will align new opportunities with organizational capabilities and long-term business priorities. Your market intelligence and understanding of federal procurement processes will help uncover opportunities before formal solicitations are released. This remote position offers the chance to contribute to healthcare initiatives supporting service members, veterans, and their families across the United States.
Pipeline Development: Monitor SAM.gov, GSA eBuy, GovWin, and relevant agency procurement portals to identify solicitations, Requests for Information (RFIs), sources-sought notices, and other opportunities aligned with organizational capabilities. Identify healthcare-related federal contracting opportunities, including task orders available through Polaris and other awarded government contract vehicles. Evaluate and qualify potential opportunities against business capabilities, strategic priorities, competitive positioning, and resource availability. Document bid/no-bid recommendations and maintain an accurate, organized opportunity pipeline, including opportunity stages, key deadlines, and probability-of-win (Pwin) assessments. Analyze federal procurement forecasts, agency spending patterns, and market intelligence to anticipate emerging opportunities before formal solicitations are released. Capture Support: Develop and maintain compelling past performance narratives, qualification materials, and supporting documentation to strengthen proposal competitiveness. Identify capability gaps within qualified opportunities and develop appropriate teaming strategies, including subcontractor relationships, teaming agreements, and joint ventures. Support capture planning activities, including competitive assessments, win themes, partner selection, and overall opportunity positioning. Coordinate with proposal development, delivery, and leadership teams to align capture strategies with customer requirements and organizational strengths. Build and maintain relationships with teaming partners, subcontractors, and relevant industry stakeholders to support current pursuits and future business development. Present opportunity assessments and bid/no-bid recommendations to leadership, providing clear analysis of risks, strategic fit, and potential value. Requirements Bachelor's degree in Business, Public Administration, or a related field, or equivalent relevant professional experience. At least 5–7 years of experience in federal business development, capture management, or a closely related role. Demonstrated experience identifying, researching, and qualifying opportunities through SAM.gov and other federal procurement platforms. Hands-on experience developing, structuring, or negotiating teaming agreements, subcontractor agreements, and/or joint ventures within the federal contracting environment. Working knowledge of the Federal Acquisition Regulation (FAR) and the federal procurement and contracting lifecycle. Experience preparing or contributing to past performance narratives, proposal qualification materials, and other documentation used to support competitive bids. Strong analytical skills and the ability to assess opportunity suitability against organizational capabilities, strategic objectives, and competitive considerations. Excellent written and verbal communication skills, including the ability to present well-supported bid/no-bid recommendations to senior leadership. U.S. citizenship is required. Experience in healthcare-focused federal contracting, particularly with the Department of Health and Human Services (HHS), Department of Veterans Affairs (VA), or Department of Defense (DoD) health agencies, is preferred. Familiarity with federal contract vehicles, particularly Polaris, GSA Multiple Award Schedule (MAS), Governmentwide Acquisition Contracts (GWACs), and Indefinite Delivery/Indefinite Quantity (IDIQ) contracts, is an advantage. Certified Federal Contracts Manager (CFCM) certification or a comparable credential is preferred. Experience using customer relationship management (CRM) systems, pipeline management tools, and market intelligence platforms such as GovWin or Deltek is desirable. Strong organizational skills, attention to detail, sound judgment, and the ability to manage multiple opportunities and deadlines effectively. Ability to work independently in a remote environment while collaborating effectively with cross-functional teams. Willingness to travel to customer locations as needed. Ability to meet the physical requirements of the role, including extended periods of sitting and occasional lifting of approximately 20–25 pounds. Benefits Competitive annual salary: $85,000–$110,000, depending on experience, qualifications, responsibilities, and relevant market factors. Additional benefits: Access to an employee benefits package. Remote work flexibility: Work remotely from an approved location within the United States. Meaningful mission: Contribute to healthcare and professional services initiatives supporting the health and readiness of military service members, veterans, and their families. Strategic impact: Help shape federal business development and capture strategies for healthcare-related government contracts.
