Full job description

This position is listed on behalf of a partner company, who manages all applications and next steps. Our partner is looking for a CCaR - Senior Software Engineer based in the United States. Join a technical team responsible for building, modernizing, and sustaining enterprise applications that support critical government program and financial management operations. As a Senior Software Engineer, you will take ownership of software capabilities throughout their lifecycle, from solution design and development to deployment and production support. You will work across backend services, relational databases, front-end applications, and cloud-based delivery pipelines to build secure, reliable, and scalable solutions. The role emphasizes sound engineering judgment, end-to-end problem-solving, and the ability to evolve established systems while introducing new functionality. You will also leverage AI-assisted development tools to improve efficiency while maintaining high standards of code quality, security, and performance. This opportunity is ideal for an experienced engineer who enjoys complex technical challenges and developing software within a security-conscious, regulated environment.

As a Senior Software Engineer, you will lead the development and sustainment of enterprise applications, making informed technical decisions and ensuring that software meets functional, performance, security, and maintainability requirements. You will collaborate with product teams to modernize existing systems, deliver new capabilities, and maintain reliable deployment processes. Own application capabilities from requirements analysis and solution design through API development, implementation, testing, deployment, verification, and ongoing support. Develop and maintain backend services using Java and Spring Boot, contributing to enterprise applications that support government program and financial management activities. Design relational database structures, including tables, keys, constraints, and indexes, and evolve existing schemas as application requirements change. Write and optimize SQL queries directly against Oracle databases, evaluating execution plans and performance implications. Contribute to front-end development using Angular or other modern frameworks as required by product features. Apply AI-assisted development tools to coding, testing, schema changes, documentation, and deployment while validating outputs and remaining accountable for delivered software. Manage changes throughout CI/CD pipelines, including builds, automated testing, security scanning, deployment, and verification in target environments. Produce clean, maintainable, well-tested code and communicate technical decisions clearly during peer reviews. Review colleagues' code constructively, identifying potential issues and recommending improvements. Investigate software defects systematically, determine root causes, and implement effective, lasting solutions. Participate in architecture and design discussions, advocating for technically sound solutions supported by clear reasoning. Apply secure software development practices and support compliance with applicable government security requirements and delivery standards. Requirements: The ideal candidate combines substantial hands-on software engineering experience with strong database expertise, practical cloud delivery knowledge, and the ability to solve complex problems independently. You should be comfortable working across an established enterprise codebase, adapting to evolving technologies, and delivering secure software in a regulated environment. Have at least seven years of professional software development experience, including substantial hands-on experience with Java and Spring Boot. Hold a bachelor's degree from an accredited institution in Computer Science, Software Engineering, Data Science, Information Systems, Mathematics, or a closely related technical discipline. Candidates with at least 11 years of relevant technical training or professional experience may be considered in lieu of the degree. Have recent practical experience with a modern Java long-term support release, such as Java 21 or Java 25. Demonstrate strong relational database knowledge, including schema design and the ability to write, read, and analyze complex SQL queries, preferably in Oracle environments. Have working familiarity with a modern front-end framework, such as Angular or React. Have experience delivering software through CI/CD pipelines into cloud environments using tools such as GitLab CI, GitHub Actions, Jenkins, Azure DevOps, Bitbucket Pipelines, or equivalent platforms. Demonstrate strong analytical and problem-solving skills, sound technical judgment, and the ability to understand systems from the database layer through the user interface. Communicate technical approaches clearly and collaborate effectively through design discussions, code reviews, and cross-functional teamwork. Be comfortable using AI-enabled development tools while critically validating generated code and maintaining responsibility for software quality, security, and performance. Be a U.S. citizen. Visa sponsorship, including H-1B sponsorship, is not available. Be able to obtain and maintain a Secret security clearance. An active Secret clearance is preferred, and selected candidates must satisfy applicable federal background investigation and eligibility requirements. Additional qualifications that can strengthen your application include: Database and data access: Experience with JPA/Hibernate, JDBC, and schema migration tools such as Flyway or Liquibase. Cloud and infrastructure: Familiarity with AWS services such as ECS/Fargate, RDS, S3, and IAM, as well as containers and infrastructure as code. CI/CD and software supply chain: Experience with static analysis, dependency scanning, artifact promotion, and tools such as SonarQube, Fortify, Trivy, or Snyk. Security engineering: Knowledge of public key infrastructure (PKI), certificate management, TLS configuration, secrets management, FIPS-validated cryptography, and secure software development practices. Regulated environments: Experience working with Security Technical Implementation Guides (STIGs), Risk Management Framework (RMF), Authority to Operate (ATO) processes, or comparable compliance frameworks. Government domain knowledge: Familiarity with federal financial management, Planning, Programming, Budgeting, and Execution (PPBE), or government acquisition systems. AI-assisted engineering: Demonstrated experience using AI-enabled development tools in production environments, with the judgment to recognize limitations and independently validate results. Benefits: Competitive salary: Annual base salary ranging from $140,000 to $160,000, depending on qualifications, experience, skills, location, security clearance, and other relevant factors. Employer-paid health insurance: Medical coverage for eligible employees. Dental and vision insurance: Employer-paid coverage for eligible employees. Life and disability protection: Employer-paid life, disability, and accidental death and dismemberment (AD&D) insurance. Additional insurance options: Access to flexible spending accounts, voluntary life insurance, and supplemental insurance plans, subject to eligibility. Paid time off: Generous PTO accrual starting at three weeks per year. Paid holidays: Eleven paid holidays annually for eligible employees. Retirement benefits: A 401(k) plan with a safe harbor contribution, subject to eligibility. Employee referral bonuses: Opportunities to receive referral bonuses. Remote work opportunity: A remote position supporting critical government applications. Technical assessment transparency: A technical assessment lasting approximately 60 minutes evaluates coding, debugging, problem-solving, and attention to detail. Submitted assessment work is used for candidate evaluation only and will not be used for business or production purposes. Reasonable accommodations can be requested in advance. Travel: Some travel may be required. Work schedule: Normal working hours may vary from Monday through Friday, with additional hours or weekends occasionally required to meet deadlines or travel obligations. Relocation: Relocation expenses are not covered.
