Job Summary

Artemis is hiring for a Digital Content Specialist role. This individual must have experience in writing and editing, documentation, writing and editing effective training materials, using a presentation app, providing quality control of data/content, and presenting outreach training to staff. The position edits content, manages any reviews needed, and uses content management systems (CMS), including Drupal, SharePoint, and Google Sites, to upload, maintain, and post content on FHWA and RD&T websites and intranets. This involves optimizing text for search engine optimization (SEO) and ensuring all web pages are compliant with federal accessibility laws (Section 508).

This position also coordinates FHWA’s quarterly certification process to confirm information remains up to date, and requires the ability to use graphic applications to crop, recolor, resize, and otherwise manipulate web images as needed. This position coordinates related processes and procedures to support consistent, efficient content operations. Database content experience (not programming) is helpful; web experience is required.

The Web Content Specialist role requires a self-starter, proactive problem solver and action-oriented team player with previous experience in web content management and government digital communications. This position needs an individual that is committed to providing superior service, poised under pressure and has a positive and flexible attitude.

This is a contingent hire position.This is a hybrid role and expected onsite about 2 days a week, Monday through Thursday, primarily at Turner-Fairbank Highway Research Center in McLean, VA (onsite work may also be at FHWA HQ in DC).

Offers will be contingent upon client approval and ability to meet security requirements.

The expected compensation at the time of requisition creation, is $100,000. The position offers with medical, dental and vision coverage. Additional benefits such as 401K, disability insurance and PTO are provided as well.

Primary Responsibilities

  • Draft, revise, and finalize web content, including database entries, user manuals, and web pages, coordinating approvals with FHWA points of contact and external sources as needed.

  • Write and edit content for website, intranet, SharePoint, and Google Sites pages following the TFHRC RD&T Communication Reference Guide, GPO Style Manual, and Chicago Manual of Style.

  • Use content management systems, including Drupal, SharePoint, and Google Sites, to upload, update, and post web content, optimizing text for search engine optimization and Section 508 accessibility.

  • Design and prepare graphics optimized for web use, including cropping, recoloring, resizing, and otherwise manipulating images, applying appropriate resolution, sizing, and file types for online publishing.

  • Coordinate and track quarterly content certifications to confirm information across all web pages remains current, and identify and fix broken links and other maintenance needs.

  • Monitor web pages to ensure updates are posted on schedule, and recommend improvements in readability, organization, and navigation.

  • Develop and deliver training materials, and conduct in-person and virtual training sessions, including the use of presentation software, on web content and database tools for FHWA staff.

  • Provide quality control for web content and database entries, including editing dropdown values, cleaning up data, and testing new functionality.

  • Coordinate related processes and procedures to support consistent, efficient content operations.

Minimum Qualifications

  • 5–7 years of experience in web content management, with at least 3 of those years within the last 5 years.

  • Bachelor’s degree in English, Communications, Marketing, Business, or a related discipline.

  • Experience using content management systems, such as Drupal, SharePoint, or Google Sites, for web publishing and maintenance.

  • Experience in the transportation sector, particularly highway or surface transportation research, is highly preferred.

  • Strategic thinker with a forward-looking approach to marketing trends and technologies.

  • Strong problem-solving skills and the ability to think critically.

  • Ability to manage competing deadlines.

  • Experience supporting complex projects and transformation efforts within the federal government.

  • Comfortability with supporting complex client relationships.

  • Ability to obtain and maintain a public trust clearance.

  • Legal authorization to work in the U.S.
