ob Purpose

The Lead Construction Brownfield Site Engineer is responsible for planning, coordinating, and overseeing all brownfield construction activities associated with the Offshore Water Injection Project. The role ensures the safe and efficient execution of construction, tie-ins, modifications, equipment installation, and integration works within existing operating offshore facilities.

The position serves as the primary site focal point for brownfield execution, ensuring that all activities are completed in compliance with project specifications, HSE requirements, quality standards, and operational constraints while minimizing disruption to ongoing production and facility operations.

Key Responsibilities

Brownfield Construction Management

  • Lead and coordinate all brownfield construction activities offshore throughout the project lifecycle.

  • Manage construction execution for modifications to existing facilities related to water injection systems and associated infrastructure.

  • Ensure safe execution of brownfield works within operational offshore environments.

  • Oversee installation, replacement, and modification of:

  • Process piping systems

  • Water injection pumps and skids

  • Valves and pressure equipment

  • Structural steel modifications

  • Electrical equipment

  • Instrumentation and control systems

  • Mechanical equipment and packages

  • Ensure construction activities are executed in accordance with approved work packs, procedures, drawings, and specifications.

Offshore Site Coordination

  • Act as the primary interface between Construction, Operations, Commissioning, Engineering, and Contractor teams.
  • Coordinate daily execution activities to ensure work fronts are available and safely accessible.
  • Facilitate communication between offshore operations personnel and project execution teams.
  • Support shutdowns, tie-ins, and SIMOPS activities to minimize production impact.
  • Monitor contractor performance and construction productivity.

Planning & Execution

  • Review construction schedules and ensure alignment with project milestones.
  • Participate in construction work pack reviews and constructability assessments.
  • Coordinate manpower, equipment, materials, and logistics required for offshore execution.
  • Monitor progress against schedules and identify recovery measures for delays.
  • Ensure effective coordination of offshore campaigns and shutdown activities.
  • Support planning and implementation of critical-path construction activities.

Brownfield Modifications & Tie-Ins

  • Lead site execution of brownfield modifications including:

  • Facility upgrades

  • Equipment replacements

  • Pipework modifications

  • Live plant tie-ins

  • Utility system modifications

  • Structural upgrades

  • Ensure tie-in activities are executed safely and in accordance with approved shutdown plans.

  • Review isolation plans and construction method statements.

  • Coordinate with Operations to ensure facility integrity and continuity of production.

HSE Leadership

  • Champion a strong safety culture and ensure strict compliance with project HSE requirements.

  • Ensure all construction activities comply with:

  • Permit-to-Work (PTW) Systems

  • SIMOPS Procedures

  • Energy Isolation Procedures

  • Working at Height Requirements

  • Lifting and Rigging Standards

  • Confined Space Entry Requirements

  • Offshore Safety Regulations

  • Conduct regular toolbox talks, safety walkdowns, and site inspections.

  • Participate in incident investigations and implementation of corrective actions.

  • Ensure workforce compliance with Life-Saving Rules and project HSE standards.

Quality Assurance & Control

  • Ensure construction activities comply with approved drawings, specifications, and quality requirements.
  • Participate in inspections, walkdowns, and punch-list management.
  • Verify completion of construction documentation and quality records.
  • Ensure non-conformances are properly reported and resolved.
  • Support Mechanical Completion and System Handover processes.

Contractor Management

  • Supervise EPC contractors, subcontractors, and offshore construction teams.
  • Review contractor construction methodologies, execution plans, and work procedures.
  • Monitor contractor performance against HSE, quality, productivity, and schedule objectives.
  • Ensure contractor compliance with company standards and contractual obligations.
  • Participate in contractor meetings and performance reviews.

Commissioning & Start-Up Support

  • Support pre-commissioning, commissioning, and start-up activities.
  • Ensure construction punch items are closed in line with project priorities.
  • Participate in system walkdowns and turnover activities.
  • Coordinate correction of deficiencies identified during commissioning.
  • Support operational readiness and final handover to Operations.

Stakeholder Management

  • Liaise with:

  • Operations Teams

  • Maintenance Teams

  • Project Management

  • Engineering Disciplines

  • Commissioning Teams

  • HSE Teams

  • Contractors and Vendors

  • Provide accurate project updates and construction status reports.

  • Escalate critical issues requiring management intervention.

Reporting & Documentation

  • Prepare daily, weekly, and monthly construction progress reports.
  • Track offshore construction KPIs and productivity metrics.
  • Report construction risks, constraints, and mitigation plans.
  • Maintain construction records, site instructions, work permits, and project documentation.
  • Support project close-out and lessons learned activities.

Qualifications

  • Must have 18-22 yrs of experience in Oil & Gas industry with 5-7 years in Offshore Sector.
  • Bachelor's Degree in Mechanical, Civil, Structural, Electrical, Marine, or related Engineering discipline.
  • Professional Engineering registration or equivalent certification preferred.
  • Offshore construction and project management certifications are advantageous.

Preferred Certifications

  • PMP or equivalent project management certification.
  • BOSIET / FOET.
  • H2S Awareness Certification.
  • Offshore Supervisory Safety Training.
  • Rigging and Lifting Awareness Training.
  • Permit-to-Work Authorisation (as applicable).
