Full Job Description

Middle East Humanitarian Appeal Evaluation Consultant

Location: Gaza (across accessible governorates and via remote reach where physical access is prohibited) and Lebanon (national-level analysis, with reference to operational areas of South Lebanon, Nabatieh, Baalbek-Hermel and Mount Lebanon as relevant)

Rate: £60,000 total budget (inclusive of expenses) - maximum of £500 per individual per day.

Duration: Approximately 16 weeks (starting ideally from December 2026 until March 2027)

Contract: Self-employed Consultant / Contractor / Sole Trader / Limited Liability Companies

Please note: We welcome applications from both UK-based and overseas contractors.

Can you help shape the future of humanitarian response in the Middle East?

We're seeking an experienced and insightful Humanitarian Evaluation Consultant to lead an independent evaluation of the British Red Cross Middle East Humanitarian Appeal response in Gaza and Lebanon.

This consultancy presents a unique opportunity to assess the effectiveness, relevance, coherence and impact of humanitarian interventions delivered in response to one of the most significant humanitarian crises in recent years. The successful consultant will be responsible for proposing and applying an appropriate evaluation methodology and delivering independent, evidence-based findings and recommendations. Working closely with key stakeholders, you will help improve future humanitarian programming and support better outcomes for affected communities.

We're looking for an experienced evaluator who can work independently, navigate complex operating environments and deliver robust, high-quality analysis that informs strategic decision-making.

Please refer to the attached Terms of Reference (ToR) for full details of the assignment, including proposal submission requirements, evaluation scope and deliverables.

What will a day in the life of a MEHA Evaluation Consultant involve?

  • Leading the design and delivery of an independent evaluation of humanitarian programmes across Gaza and Lebanon.

  • Developing evaluation methodologies, data collection tools and analytical approaches aligned with recognised humanitarian evaluation standards.

  • Conducting document reviews, stakeholder consultations, interviews, focus groups and data analysis to generate evidence-based findings.

  • Producing high-quality reports, facilitating validation workshops and presenting recommendations to a range of humanitarian stakeholders.

To be a successful MEHA Evaluation Consultant, what will you need?

  • Significant experience leading complex evaluations within humanitarian, international development, emergency response or recovery programmes.

  • Strong understanding of humanitarian principles, evaluation methodologies, MEAL frameworks and internationally recognised evaluation standards.

  • Demonstrable experience evaluating health, cash assistance, humanitarian response, resilience or related programmes in complex contexts.

  • Excellent research, analysis, report-writing and stakeholder engagement skills, with the ability to turn complex findings into clear and actionable recommendations.

It would also be advantageous if you met the following desirable criteria:

  • Previous experience working in or evaluating programmes in the Middle East.

  • Familiarity with Red Cross / Red Crescent Movement.

  • Experience managing remote or hybrid evaluation approaches in fragile or conflict-affected settings.

  • Proficiency in Arabic, or access to appropriately qualified language support.

Interested? The closing date for applications is 23.59 on Wednesday 4th November.

This is a short-term consultancy, not a salaried staff role. We’re looking for an experienced contractor with a proven track record in humanitarian evaluation, research and learning. You must be self-employed and operating as an independent contractor or consultancy; Self-employed workers are not paid through PAYE, and they do not have the rights and responsibilities of an employee.

Together, we are the world's emergency responders
