Full job description
This position is listed on behalf of a partner company, which manages all applications and next steps. Our partner is looking for an Organisational Design Consultant based in Canada. As an Organisational Design Consultant, you will help shape the organisational structures and operating models needed to sustain AI-enabled knowledge management capabilities within a complex enterprise environment. You will assess existing roles, responsibilities, and workforce capacity, identifying the changes required to support new digital services and AI-powered virtual agents. Working alongside a broader consulting team, you will translate strategic requirements into practical organisational designs, clear accountability frameworks, and actionable resourcing plans. Your work will ensure that content creation, governance, review, and maintenance are assigned to the right people with the appropriate skills and capacity. You will also help define emerging roles associated with AI oversight, performance, and continuous improvement. This is a focused, part-time engagement spanning approximately two to three months, requiring strong consulting expertise, executive-level stakeholder engagement, and an understanding of organisational change in a federal government environment.
Assess the current organisational structure: Map organisational units, roles, reporting lines, and workforce capacity involved in knowledge creation and maintenance across tax, individual enquiries, and business enquiries. Identify formal and informal responsibilities and estimate the time currently dedicated to content-related work. Conduct organisational design analysis: Compare the current state with the requirements of the target knowledge management operating model. Identify capability gaps, capacity constraints, unclear ownership, competing responsibilities, and single points of failure. Develop the organisational RACI matrix: Create a detailed, role-level matrix defining who is Responsible, Accountable, Consulted, and Informed across the full content lifecycle, including authoring, subject matter review, legal and policy review, official-languages review, accessibility review, publication, periodic review, and retirement. Clarify staffing and accountability requirements: Identify which positions need to be created, reassigned, or formally updated to ensure sustainable ownership of knowledge management activities. Design the target operating model: Evaluate centralised, federated, and hybrid knowledge management structures. Explain the rationale, trade-offs, resource implications, and suitability of each option before recommending an approach. Develop role profiles and resourcing plans: Draft position descriptions for new or amended roles, including knowledge managers, taxonomy stewards, content owners, and content authors. Define responsibilities, required competencies, estimated effort, and classification guidance. Define AI-era responsibilities: Identify the roles needed to maintain AI-enabled knowledge capabilities, including virtual agent tuning and retraining, reviewing AI-generated or surfaced answers for accuracy, and managing feedback loops that translate AI failures into content corrections. Design the transition and change approach: Establish a practical sequence for moving from the current organisation to the target model, including change management, training, communications, implementation risks, and staffing constraints associated with a federal government environment. Coordinate with the governance workstream: Work closely with the Senior Business Consultant to ensure that the organisational design, governance framework, and RACI matrix are consistent and clearly establish accountability. Provide strategic stakeholder guidance: Engage directors and executives to communicate organisational gaps, explain the implications of under-resourcing, and build support for the structural changes required to sustain the target capability. Requirements: Professional experience: At least 8 years of experience in organisational design, operating model design, workforce planning, organisational effectiveness, or a related consulting discipline. Demonstrated delivery experience: Proven ability to produce organisational design deliverables that clients have implemented, including RACI matrices, target operating models, role profiles, and transition plans. Operating model expertise: Experience designing operating models for functions that span multiple business units, particularly where responsibilities and ownership are shared, fragmented, or contested. Stakeholder management: Strong engagement and communication skills at director and executive levels, including the confidence to explain capability gaps and advocate for the structural and staffing changes needed for long-term success. Analytical and problem-solving skills: Ability to assess organisational structures, workforce capacity, role clarity, and resource requirements, translating findings into practical recommendations. Change and transition planning: Ability to develop realistic implementation plans that account for organisational constraints, workforce readiness, training needs, and communication requirements. Collaborative consulting approach: Comfortable working within a broader consulting team on a part-time, concentrated engagement, coordinating deliverables and maintaining alignment across workstreams. Government security eligibility: Must be eligible to obtain and maintain a Government of Canada security clearance. Knowledge management experience: Prior experience designing operating models for knowledge management, content operations, or digital service functions is an advantage. Contact centre and automation expertise: Experience with contact centre or shared services operating models is desirable, particularly where AI or automation has changed agent responsibilities and workforce requirements. Change management qualifications: A formal change management credential, such as Prosci or CCMP, or an organisational development qualification is considered an asset. Language skills: Bilingual proficiency in English and French is an advantage. Benefits: Competitive compensation: A competitive compensation and benefits package is offered; no specific salary range is provided in the job description. Health benefits: Access to health insurance, with specific coverage details not stated. Professional development: Opportunities to pursue certifications, mentorship, professional development, and talent investment programs. Career mobility: Access to internal mobility opportunities and internship programs. Language learning: Language courses to support professional and personal development. Relocation support: A relocation program is available, subject to applicable conditions. Global project exposure: Opportunities to collaborate on impactful projects for major international clients across industries. Multicultural work environment: Join a diverse, international team that values inclusion, open communication, and collaboration. Team engagement: Opportunities to participate in team-building activities and company social events. Purpose-driven culture: Work within an organisation that emphasises performance, continuous improvement, and sustainable business practices, including IT education, community empowerment, fair operating practices, environmental sustainability, and gender equality. Focused engagement: A part-time assignment concentrated over approximately two to three months, offering the opportunity to deliver meaningful organisational change within a defined project scope.
