This position is listed on behalf of a partner company, who manages all applications and next steps. Our partner is looking for a Program Director (394) based in the United States. The Program Director will oversee the successful delivery of a complex federal enterprise ServiceNow implementation, coordinating projects and workstreams from initial planning through completion. This role combines strategic program oversight, detailed project management, and cross-functional leadership to ensure delivery aligns with contractual obligations, technical standards, and mission objectives. You will manage schedules, resources, risks, dependencies, and deliverables while keeping Government stakeholders and senior leadership informed of progress. Working closely with technical teams, business users, and Government representatives, you will resolve challenges and maintain alignment across multiple workstreams. The ideal candidate brings extensive experience managing complex IT initiatives in structured, fast-paced environments. Program and Project Delivery: Coordinate the planning, execution, monitoring, and completion of assigned projects and workstreams, ensuring delivery remains aligned with established objectives, timelines, scope, and quality expectations. Planning and Scheduling: Develop and maintain integrated project schedules, define milestones and deadlines, establish priorities, and assign responsibilities to ensure coordinated execution across teams. Resource and Team Management: Coordinate cross-functional resources, delegate tasks, and direct project team activities to maintain progress and support successful delivery. Performance Monitoring and Reporting: Track project performance against approved plans, identify variances, implement corrective actions, and prepare status reports, dashboards, briefings, and executive-level updates for Government stakeholders and leadership. Risk and Issue Management: Identify and manage risks, issues, assumptions, and dependencies; develop mitigation plans and escalate matters requiring leadership or Government intervention. Stakeholder Coordination: Serve as a central point of coordination among Government stakeholders, business users, ServiceNow architects, developers, administrators, business analysts, testers, and internal leadership. Meetings and Agile Delivery: Facilitate project meetings and Agile or SAFe ceremonies, document decisions and action items, and ensure timely follow-up and accountability. ServiceNow Implementation Support: Coordinate requirements, release planning, deployment, and change-management activities throughout the implementation lifecycle. Compliance and Quality Assurance: Ensure project activities and deliverables meet contractual obligations, applicable federal standards, security requirements, and organizational processes. Continuous Improvement: Apply independent judgment and problem-solving skills to address complex delivery challenges, balance competing priorities, and support successful program outcomes. Requirements: 10+ years of progressive project management experience supporting complex IT programs or projects. Demonstrated experience coordinating project delivery, establishing schedules and deadlines, assigning responsibilities, and leading cross-functional teams. Strong expertise in project planning, scheduling, resource coordination, risk and issue management, status reporting, and stakeholder engagement. Experience working in Agile and/or Scaled Agile Framework (SAFe) delivery environments. Federal IT program experience and/or ServiceNow implementation experience strongly preferred. Bachelor’s degree in Business, Information Technology, Computer Science, Project Management, or a related field. Required certification: Project Management Professional (PMP). Preferred experience supporting enterprise IT modernization initiatives or federal civilian agency programs. Scrum Master, SAFe, or ServiceNow certifications are considered an advantage. Ability to obtain and maintain a Public Trust clearance. U.S. citizenship is required due to government contract requirements. Strong leadership, communication, organization, and problem-solving skills, with the ability to manage competing priorities and coordinate technical and nontechnical stakeholders effectively.
