Security Cooperation / FMS Subject Matter Expert (SOCPAC)

SMX is seeking a Security Cooperation / Foreign Military Sales (FMS) Subject Matter Expert to work in person at Special Operations Command Pacific (SOCPAC), USINDOPACOM’s theater special operations command at Camp H.M. Smith, Hawaii. This position supports the planning, development and execution of security cooperation programs that build partner-nation special operations capacity across the Indo-Pacific. The SME will advise SOCPAC leadership on the full FMS case lifecycle and related Title 10 and Title 22 authorities, align security cooperation activities to the SOCPAC and USINDOPACOM campaign plans, and coordinate with Security Cooperation Offices, DSCA, USSOCOM, the Military Departments and the Department of State. This position requires a seasoned practitioner with deep knowledge of the Security Assistance Management Manual (SAMM), strong relationships across the security cooperation enterprise, and working knowledge of key regional partners such as Japan, the Republic of Korea, Australia, the Philippines, India and the Pacific Island nations. This position requires a current DoD Top Secret/SCI clearance which requires US citizenship for work on DoD contracts. This position is onsite at Camp Smith in Aiea, Hawaii. Essential Duties & Responsibilities Serve as SOCPAC’s on-site SME on FMS, Building Partner Capacity (BPC) and related security cooperation authorities, advising the commander and J3/J5 staff. Develop and track security cooperation for partner-nation special operations forces, including Section 333 packages, Section 1202 irregular warfare support and Joint Combined Exchange Training (JCET) linkages. Coordinate SOF-peculiar equipment cases with USSOCOM (SOF AT&L International) and align SOCPAC requirements with HQ USINDOPACOM J4/J5 and component commands. Track and support the FMS case lifecycle: Letter of Request (LOR) development, pricing and availability (P&A), Letter of Offer and Acceptance (LOA), implementation, execution and case closure. Coordinate with Security Cooperation Offices, DSCA, Military Department implementing agencies and the Department of State on partner requirements and case status. Support Foreign Military Financing (FMF), Excess Defense Articles (EDA) and Assessment, Monitoring and Evaluation (AM&E) of security cooperation programs per DoDI 5132.14. Help resolve releasability, technology security and foreign disclosure (TSFD) issues, including Total Package Approach (TPA) planning for sustainment, training and infrastructure. Prepare briefings, information papers and decision memos for the SOCPAC commander and senior leaders, and represent SOCPAC at partner-nation engagements and working groups. Required Skills & Experience   Minimum of 10 years of experience in security cooperation, security assistance or FMS. Minimum of 3 years supporting a Geographic Combatant Command, Theater Special Operations Command, DSCA, a Military Department implementing agency or a Security Cooperation Office. Working knowledge of the SAMM (DSCA Manual 5105.38-M), the Arms Export Control Act and the Foreign Assistance Act. Experience with the full FMS case lifecycle, from LOR through case closure. Defense Security Cooperation University (DSCU) SC Workforce certification at the Intermediate level or higher, or ability to obtain it within 6 months. Demonstrated ability to communicate effectively with senior military and civilian leaders and international stakeholders. Ability and willingness to travel up to 25%, including OCONUS travel across the Indo-Pacific. Active TS/SCI clearance. Bachelor’s degree (4 additional years of relevant experience may substitute). Active passport with at least 6 months validity for visa and travel purposes. Desired Skills & Experience   Prior assignment at SOCPAC or another Theater Special Operations Command, HQ USINDOPACOM, a component command (PACFLT, PACAF, USARPAC, MARFORPAC) or an SCO in the region. Experience with SOF security cooperation programs (Section 333, Section 1202, JCETs). DSCU Advanced-level SC Workforce certification. Experience with major Indo-Pacific cases or initiatives, such as AUKUS-related programs, the Maritime Security Initiative or FMF for the Philippines. Familiarity with DSAMS, SCIP and G-TSCMIS / Socium. Proficiency in a regional language (e.g., Japanese, Korean, Tagalog, Vietnamese, Bahasa Indonesia, Mandarin).
