This position is listed on behalf of a partner company, who manages all applications and next steps. Our partner is looking for a Senior Advisor, Vaccine & Clinical Case Management based in the United States. This role offers an opportunity to shape a statewide public health technology solution supporting 351 local health departments across Massachusetts. As a senior subject matter expert and product owner, you will translate the needs of public health practitioners into practical digital tools for vaccine management, clinical case management, and healthcare billing. Working at the intersection of public health programs, government stakeholders, and technology delivery teams, you will guide product strategy, requirements, testing, and implementation. You will help modernize immunization clinics, vaccine inventory management, nursing case workflows, and insurance reimbursement processes. A key priority will be ensuring the system is secure, interoperable, and accessible to communities of all sizes, particularly rural areas. This remote consulting role is ideal for an experienced public health professional who combines clinical expertise, product leadership, and a commitment to equitable, community-centered healthcare.
You will lead product vision, requirements development, stakeholder engagement, and implementation planning for a statewide vaccine and clinical case management system. Your responsibilities will include: Lead product strategy and roadmap development: Define the product vision, roadmap, and success measures, translating public health priorities and local health department needs into clear, measurable outcomes. Design vaccine management workflows: Establish requirements for immunization clinic planning, patient scheduling, vaccine administration documentation, inventory, ordering, lot tracking, cold chain monitoring, wastage, and vaccine accountability. Support immunization program compliance: Ensure workflows accommodate state and federal vaccine programs, including state-supplied vaccines and Vaccines for Children requirements, while supporting data exchange with the Massachusetts Immunization Information System (MIIS). Address emergency vaccination needs: Incorporate mass vaccination and emergency response scenarios, including point-of-dispensing (POD) operations. Develop clinical case management requirements: Design workflows for intake, assessment, care planning, home visits, follow-up, referrals, and case closure across tuberculosis, communicable disease follow-up, and maternal, child, and family health programs. Coordinate system interoperability: Define integration requirements with MAVEN and other relevant public health systems, ensuring data consistency and alignment with established platforms. Establish healthcare billing workflows: Define requirements for insurance eligibility verification, claims generation, roster billing, CPT and ICD-10 coding, claims tracking, denials, reconciliation, and reimbursement. Support payer requirements: Help local health departments develop billing workflows for MassHealth, Medicare, and commercial insurance providers. Serve as the primary stakeholder liaison: Connect local health departments, state public health program staff, and IT delivery teams to align priorities and resolve implementation challenges. Lead user research and validation: Facilitate user research, stakeholder workgroups, product demonstrations, and user acceptance testing with public health nurses, clinic staff, and health directors. Drive training and adoption: Develop training materials, onboarding resources, and user guides, supporting implementation across communities ranging from small rural towns to large urban departments. Promote equitable implementation: Identify and address adoption barriers, with particular attention to rural communities and departments with limited resources. Ensure privacy and regulatory compliance: Align product requirements with HIPAA, Massachusetts privacy requirements, clinical documentation standards, and state public health data governance policies. Lead project delivery and client relationships: Provide subject matter expertise, contribute to project design, and help ensure high-quality client outcomes. Mentor colleagues and support business development: Share expertise, coach junior team members, contribute to internal learning resources, and support proposals, requests for proposals, and client growth opportunities. The role is expected to allocate approximately 85% of time to project work, 5% to administrative responsibilities, and 10% to business development. Requirements: The ideal candidate combines substantial local public health experience with clinical case management knowledge, product ownership capabilities, and strong consulting and stakeholder management skills. Candidates should demonstrate the following qualifications: Professional experience: At least 8 years of relevant experience, including 5 or more years working in or directly with local public health departments. Consulting and leadership background: At least 4 years in a consulting firm environment, 5 years of client-facing experience including 2 or more years in project leadership, and 3 or more years of supervisory or management experience. Public health nursing knowledge: Experience as a public health nurse or close professional experience supervising, supporting, or collaborating with public health nurses. Healthcare billing knowledge: Working knowledge of insurance eligibility, coding, claims submission, and reimbursement processes involving public and commercial payers. Digital product and requirements experience: Ability to translate operational and clinical needs into clear requirements for software systems, data platforms, or electronic health records. Privacy and compliance: Working knowledge of HIPAA and the appropriate handling of protected health information. Independent and collaborative working style: Ability to manage responsibilities independently while collaborating effectively in a fast-paced consulting environment. Communication and relationship management: Strong facilitation, stakeholder engagement, problem-solving, and written communication skills, with the ability to work across clinical, government, and technical teams. Preferred qualifications: Active Registered Nurse (RN) license in Massachusetts. Experience in Massachusetts local public health, including familiarity with local governance structures, boards of health, and the state's 351 municipalities. Previous experience as a Product Owner, business analyst, or clinical informatics lead on a public health or healthcare technology project. Experience establishing or managing a local health department billing program, including payer contracts, roster billing, and clearinghouses. Experience with mass vaccination programs, emergency preparedness, or point-of-dispensing operations. Knowledge of healthcare data standards and interoperability frameworks, including HL7 and FHIR. Additional employment considerations: This is a full-time remote position based in the United States, with East Coast candidates preferred.
