dLocal Ltd is an Electronic Money Institution and Payment Institution authorised and regulated by the Malta Financial Services Authority (MFSA) under the Financial Institutions Act and the EU Payment Services Directive, passporting its services across the EU. To support the Company's growing operations, we are looking for a Compliance Officer to join our Malta-based Compliance team. This is an MFSA “Approved Person” role: the successful candidate will be submitted to the MFSA via a Personal Questionnaire (PQ) and, once approved (or if already PQ'd for a similar function at another licensed entity), will hold formal responsibility for monitoring and assessing the adequacy and effectiveness of dLocal Ltd's measures and procedures to comply with its regulatory obligations. You will report to the Board of Directors and work closely with the MLRO, Group Compliance, Legal, and business teams across the organization.
Act as the Company's PQ-approved Compliance Officer, holding the authority, resources, and access to information needed to discharge the role in line with MFSA requirements. Monitor and assess the adequacy and effectiveness of dLocal Ltd's policies, procedures, and controls for compliance with the Financial Institutions Act, Payment Services Regulations, and other applicable MFSA rules. Advise the Board, senior management, and relevant staff on regulatory and legal obligations, and on the compliance impact of new products, markets, or regulatory developments. Act as a key point of contact with the MFSA and, on AML/CFT matters, support the MLRO in liaising with the FIAU, coordinating regulatory submissions, inspections, and follow-up on findings. Design, maintain, and execute the annual compliance monitoring / testing programme, tracking gaps and remediation through to closure. Maintain the regulatory compliance calendar, ensuring licence conditions, filings, and regulatory returns are submitted accurately and on time. Draft and maintain compliance policies, procedures, and the compliance manual, keeping them current with Maltese and EU regulatory changes. Support internal and external audits and regulatory reviews by preparing evidence, coordinating responses, and reporting outcomes to the Board. Liaise with the Group Regulatory Compliance function and oversee any intragroup outsourced activities supporting the Malta compliance framework, ensuring consistent standards. Deliver compliance training and awareness sessions to strengthen the first line's understanding of regulatory requirements.
Bachelor's or Master's degree in Law, Finance, Business, or a related field, together with a recognised compliance qualification accepted by the MFSA as a Prescribed Qualification (e.g., ICA Diploma/Certificate in Compliance or equivalent). Already approved by the MFSA (PQ'd) as a Compliance Officer, MLRO, or similar approved/controlled function for a Malta-licensed entity, or clearly eligible for such approval. 5+ years of experience in regulatory compliance within financial services, ideally gained in a Malta-licensed entity (financial institution, investment services firm, or VFA/crypto service provider). Solid working knowledge of the Maltese regulatory framework (Financial Institutions Act, Payment Services Regulations), EU directives (PSD2/EMD2, AMLD, GDPR), and FIAU implementing procedures. Experience in payments, crypto/virtual financial assets (VFA/MiCA), and/or investment services is a strong plus. Strong analytical and drafting skills, with the judgment to challenge the business and escalate issues appropriately. Fluent English, both written and spoken; additional languages are a plus. Professional, discreet, and comfortable operating with independence across a distributed, cross-functional organization.
