Full job description

This position is listed on behalf of a partner company, who manages all applications and next steps. Our partner is looking for a Sr. Contracts Manager based in the United States. This hybrid or remote opportunity is ideal for an experienced contracts professional with deep expertise in Federal and Public Sector procurement. You will oversee the full lifecycle of government contracts, from pre-award strategy and negotiations to post-award compliance, renewals, and audits. Working across Sales, Legal, Finance, Supply Chain, and reseller networks, you will help manage contractual risk while supporting business growth and operational excellence. You will also strengthen relationships with government contracting agencies, guide contract strategy, and improve processes through automation and contract lifecycle management tools. With responsibility for complex contract vehicles and cross-functional governance, you will play a key role in maintaining compliance and maximizing contract value. This position combines strategic decision-making with hands-on contract administration in a fast-paced, deadline-driven environment.

As Senior Contracts Manager, you will lead contract management activities across government and public-sector markets, ensuring contractual obligations are met while identifying opportunities to improve business performance, reduce risk, and strengthen operational processes. Pre-Award Contract Management: Oversee pre-award contracting activities, including contract methods, negotiation, channel coordination, protests, and risk assessment for prime contracts, subcontracts, teaming arrangements, and complex or unprecedented contractual structures. Review contractual obligations and coordinate with Sales, resellers, Supply Chain, pricing managers, Legal, Finance, and other teams to ensure compliance with pricing provisions, administrative fees, audits, records, insurance, staffing reports, and related requirements. Provide contract guidance on strategic opportunities and solicitations, review and revise agreements, and develop contract templates in partnership with Legal and Risk Management. Prepare contract-related content for strategic bids, including terms and conditions, representations, certifications, and other required documentation, ensuring appropriate internal reviews and approvals. Conduct government market research, identify emerging contract opportunities, advise leadership on capture strategies before solicitations are released, and manage related questionnaires and surveys. Support the expansion of new products and solution lines by identifying contract gaps, coordinating with relevant teams, and developing strategies beyond existing contract vehicles. Post-Award Contract Management: Oversee the transition from bid management to contract execution and monitor performance against contractual and regulatory requirements. Maintain accurate product and pricing schedules, coordinate price changes according to vehicle-specific notice periods, and improve update processes to reduce turnaround times. Lead contract renewal and rebid strategies in collaboration with Sales, Business Development, and government purchasing offices, proactively tracking deadlines to prevent contract and Participating Addenda lapses. Manage Government-Wide Acquisition Contracts (GWACs), General Services Administration (GSA) Schedules, and other relevant public-sector contract vehicles, applying in-depth Federal procurement knowledge alongside State, Local, and Education expertise. Process contract modifications through formal intake channels, manage reseller additions and removals, and coordinate administrative fee payments, state registrations, contractor licenses, certifications, and insurance documentation. Maintain the contract system of record, ensure executed agreements are uploaded within established service-level agreements, coordinate electronic signatures, and verify that contract webpages and supporting information remain accurate. Develop dashboards and performance metrics across contract vehicles to support business decisions, improve visibility, and strengthen reporting consistency. Partner with Legal and operational excellence teams to implement contract lifecycle management (CLM) tools, automate recurring reports and intake processes, and establish standards for adoption, response times, and process efficiency. Relationship Management and Training: Build strong relationships with government contracting agencies and procurement officials, understanding agency missions, procurement strategies, contract usage, amendments, reseller arrangements, and renewal priorities. Conduct regular and annual contract reviews, maintain ongoing communication with contracting officers, and manage relationships across multiple contract vehicles. Collaborate with Sales and Business Development to understand customer requirements and communicate contract lifecycle updates to relevant stakeholders. Train internal teams and resellers on Federal and state purchasing procedures, contract utilization, procurement strategies, and grant-related requirements through quarterly sessions and accessible educational materials. Evaluate reseller performance annually, maintain accurate reseller records by contract, and work with account and channel teams to resolve performance or compliance issues. Mentor Contract Administrators and less-senior Contracts Managers, provide formal coaching, and conduct weekly progress assessments. Compliance and Risk Management: Maintain accurate records of contracts, partners, and contracting officers, and collaborate with Legal, Compliance, Government Affairs, and operational excellence teams to interpret relevant legislation and regulatory requirements. Build relationships with industry associations to stay informed about procurement developments, industry concerns, and emerging compliance obligations. Promote a strong culture of compliance by documenting contractual interpretations and guidance in writing and establishing consistent governance practices across assigned contract vehicles. Prepare for audits and maintain readiness for Controlled Unclassified Information (CUI) and Federal Information Processing Standards (FIPS) requirements. Establish reseller audit criteria, improve compliance transparency, and lead audit responses by coordinating documentation, working with Legal, and serving as the primary point of contact for auditors. Define consistent team-wide standards for reseller oversight, insurance certificates, state registrations, audit readiness, and cross-vehicle governance. Contribute to broader enterprise contract strategy discussions and perform additional duties as assigned. Requirements: The successful candidate will bring substantial government contracts experience, strong negotiation and analytical skills, and the ability to manage complex procurement requirements under tight deadlines. You should be comfortable making independent decisions in ambiguous situations, advising senior stakeholders, and mentoring colleagues while maintaining rigorous compliance standards. Education: Bachelor's degree in Business, Political Science, a technology-related field, or a relevant discipline. Experience: At least 8 years of experience in contract management or Federal and Public Sector account management, demonstrating increasing responsibility and experience handling complex contractual arrangements. Contract Drafting and Negotiation: Strong contract-writing and negotiation skills, with a solid understanding of standard contractual terms and conditions. Regulatory Knowledge: Familiarity with the Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS). Federal Procurement Expertise: In-depth understanding of Federal procurement, GWACs, and cross-agency contract strategy, combined with strong knowledge of State, Local, and Education contract vehicles. Experience conducting government market research, developing contract vehicle strategies, managing renewals and rebids, and preparing for audits, including CUI and FIPS readiness. Previous Federal and Public Sector procurement experience is an advantage. Project Management: Experience managing large, complex projects and competing priorities; Project Management Professional (PMP) certification is a plus. Strategic and Analytical Thinking: Ability to identify contractual risks and business opportunities, analyze performance data, support evidence-based decisions, and establish effective contract management practices. Problem-Solving: Ability to navigate ambiguous or unprecedented contract structures independently, assess complex issues, and develop practical alternative solutions. Organization and Resilience: Strong time management skills and the ability to remain composed and effective under pressure, including during simultaneous audits, compliance reviews, and executive-level escalations. Leadership and Mentoring: Ability to coach less-experienced team members, provide structured guidance, and establish governance standards that support long-term consistency. The role has no direct reports but includes formal coaching and mentoring responsibilities. Technology and Process Improvement: Working knowledge of generative AI tools and their potential applications in contract management, efficiency improvements, and process automation. Communication: Excellent written, verbal, presentation, and negotiation skills, with the ability to communicate clearly and transparently across organizational levels and with customers, suppliers, resellers, and government agencies. Ability to present contract renewal and rebid recommendations to Sales leadership with supporting analysis and build trusted relationships with Sales, Finance, and Legal leaders. Ability to develop strong working relationships with Legal and government sales excellence teams independently of active transactions. Travel: Willingness to travel approximately 10% for customer, agency, reseller, and internal meetings, training sessions, audits, contracting events, and conferences. Work Authorization: Valid authorization to work in the United States is required. Benefits: Annual base salary ranging from $115,000 to $145,000 USD .
