Full job description

This position is listed on behalf of a partner company, which manages all applications and next steps. Our partner is looking for a Senior Proposal Manager based in the United States. The Senior Proposal Manager will lead the development of high-quality, compliant, and compelling proposals for strategic federal government opportunities across Defense, Intelligence, Civilian, and Health markets. This role oversees the full proposal lifecycle, from early capture activities and planning through production and post-submission support. Working within a collaborative, fast-paced growth team, you will coordinate cross-functional contributors, guide proposal writers, and translate complex technical information into clear, persuasive content. You will play a key role in shaping winning strategies, ensuring compliance, and delivering polished proposals on schedule. The position offers opportunities to collaborate with subject matter experts, capture managers, designers, and leadership while contributing to mission-focused technology solutions. This is a fully remote opportunity within the United States, with working hours aligned to the Eastern Time Zone.

Lead and manage the complete proposal development lifecycle for assigned strategic and priority opportunities, from pre-proposal planning through final production and post-proposal activities. Coach and guide proposal teams in applying established processes to develop complex, compliant, and persuasive responses. Prepare and manage proposal outlines, kickoff materials, compliance matrices, writing assignments, reviewer assignments, schedules, and other required deliverables. Drive proposal schedules and coordinate contributors to ensure milestones are met and submissions are delivered on time. Plan, organize, facilitate, and lead proposal color reviews, including consolidating feedback, resolving reviewer comments, and incorporating approved changes into final drafts. Support additional priority proposals and growth initiatives through content development, technical editing, desktop publishing, compliance reviews, capture activities, and responses to Requests for Information (RFIs). Collaborate with graphic designers, project managers, capture managers, and client service teams to develop creative, cohesive, and differentiated proposal materials. Contribute to pre-proposal capture activities, including win-theme reviews and solution-development sessions. Translate complex technical discussions into clear, accurate, consistent, and grammatically correct proposal content. Engage with subject matter experts and senior leaders to identify critical information, clarify requirements, and capture key decisions and action items. Write, revise, and edit executive summaries, conclusions, management approaches, and past-performance qualifications while maintaining a consistent voice and style. Review final proposal documents for content accuracy, completeness, editing quality, and compliance with applicable standards. Identify and escalate solution, compliance, writing, scheduling, and production risks to leadership, recommending proactive resolutions. Requirements Undergraduate degree in English, journalism, communications, humanities, liberal arts, or a related discipline. At least 10 years of federal proposal management experience. Strong understanding of the federal acquisition and source-selection process. Exceptional project management, planning, organization, and coordination skills, with the ability to manage complex deliverables and competing deadlines. Demonstrated ability to review and improve proposal content for clarity, accuracy, style, consistency, and compliance with internal and external requirements. Excellent writing, editing, and communication skills, including the ability to synthesize technical information and discussions with subject matter experts into concise, persuasive content. Ability to coordinate contributors across functions, follow up effectively with authors, and maintain a positive, collaborative attitude in a fast-paced environment. Proficiency in Microsoft Word and Adobe Acrobat; advanced proficiency with Microsoft Office applications, particularly Word, Outlook, and Excel, is preferred. Understanding of general SharePoint administration, including access management and configuration management. Preferred qualifications: APMP certification. Experience with desktop publishing and proposal production. Experience supporting or familiarity with enterprise IT, cloud computing, or data science. Familiarity with delivery approaches and concepts such as Agile, DevSecOps, continuous integration, and continuous development. PMP or Scrum certification. Must be a U.S. citizen and willing and able to obtain and maintain a Public Trust clearance or higher. Benefits Salary: Anticipated annual base salary of $130,000–$150,000. Final compensation depends on relevant skills, experience, education, certifications, work location, clearance requirements, market conditions, internal equity, and contract requirements. Remote flexibility: Work remotely from within the United States, with working hours aligned to the Eastern Time Zone. Paid time off: Access to paid time off. Healthcare coverage: Healthcare benefits and supplemental benefit options. Retirement savings: 401(k) plan with an employer match. Employee perks: Discounts, rewards, and additional employee benefits. Professional development: Education reimbursement for certifications, degrees, and other professional development opportunities, subject to applicable limits. Learning and career growth: Flexibility to pursue courses, certifications, professional learning, and networking opportunities. Team culture and engagement: Virtual and in-person social events, holiday celebrations, fitness and wellness activities, annual celebrations, and community charity events. Collaborative environment: Join a close-knit, supportive team that values high-quality work, teamwork, continuous improvement, and work-life balance.
