Full-Cycle Sourcing Support: Manage sourcing activities from initial market research and candidate profile enrichment through direct outreach, qualification, pipeline management, and application completion. Recruitment Strategy and Consultation: Collaborate with recruiters, hiring managers, business leaders, and market-facing teams to understand workforce requirements, refine sourcing strategies, and deliver qualified candidates for critical positions. Candidate Engagement: Contact prospective candidates directly by phone and through other communication channels, communicate the value of relevant opportunities, build relationships with passive talent, and maintain active candidate pipelines. Market Intelligence: Research competitor talent pools, assess market availability, identify emerging skill requirements, and provide insights that inform hiring decisions and sourcing strategies. Technology and Automation: Use advanced sourcing platforms, ATS and CRM systems, and recruitment automation tools to improve sourcing efficiency, expand candidate reach, and streamline workflows. Performance Measurement: Track and evaluate sourcing effectiveness using metrics such as time to fill, pipeline conversion, pipeline health, candidate qualification, and overall sourcing performance. Cross-Functional Collaboration: Work closely with recruiting teams and business stakeholders to address talent gaps, prioritize hiring needs, and maintain consistent sourcing support across multiple business groups. Requirements Professional Experience: Typically, at least three years of hands-on recruiting or talent sourcing experience, along with a bachelor's degree. An additional four years of relevant experience may be considered in place of the degree. Relevant Industry Background: Recent experience in technical recruiting, external-facing talent acquisition, or sourcing within technical, engineering, intelligence, federal services, aerospace, or related industries. Sourcing Technology: Experience using talent sourcing tools, recruitment platforms, applicant tracking systems, CRM databases, and other technologies that support candidate identification and engagement. Candidate Qualification: Demonstrated ability to assess talent requirements, evaluate candidates against role-specific criteria, and build qualified pipelines that support hiring objectives. Data-Driven Performance: A proven track record of sourcing effectiveness, with the ability to monitor and improve time to fill, pipeline conversion, pipeline health, and other relevant recruitment metrics. Communication and Relationship Management: Strong interpersonal, written, and verbal communication skills, with the confidence to engage candidates directly, build professional relationships, and consult with hiring stakeholders. Adaptability and Initiative: A naturally curious, proactive approach to problem-solving, with the ability to manage competing priorities, work independently in a remote environment, and respond effectively to changing business needs. Technology Mindset: Willingness to embrace recruitment innovation, automation, and scalable sourcing practices to improve efficiency and stay competitive in challenging talent markets. Preferred Qualifications: Staffing agency experience and previous involvement in federal contract bids and proposals are advantageous.
