Full job description
This position is listed on behalf of a partner company, who manages all applications and next steps. Our partner is looking for a Technical Program Manager, Network based in the United States. The Technical Program Manager, Network will lead complex, multi-workstream technology programs spanning enterprise networking, cloud infrastructure, security, and related technology services. This remote role combines strategic planning, technical delivery leadership, commercial oversight, and executive stakeholder management. You will transform customer objectives into integrated delivery plans, coordinate multiple teams and vendors, and ensure programs meet business outcomes, timelines, budgets, and quality expectations. Working across Sales, Pre-Sales, Architecture, Delivery, Finance, and customer leadership, you will influence critical decisions and manage dependencies throughout the program lifecycle. You will also oversee financial performance, mitigate risks, guide recovery plans, and ensure successful transitions into ongoing operations. This is an opportunity for an experienced program leader to drive measurable customer value while strengthening scalable delivery practices in a dynamic technology services environment.
Program strategy and commercial planning Shape complex technology programs in partnership with Sales, Pre-Sales, architects, technical leads, practice leaders, and customer stakeholders. Translate customer objectives into integrated program structures with defined projects, workstreams, milestones, outcomes, dependencies, and decision points. Develop and validate schedules, staffing models, resource forecasts, delivery approaches, labor mixes, vendor inputs, and pricing recommendations. Evaluate feasibility, challenge assumptions, identify risks, and support proposals, estimates, statements of work, solution reviews, executive presentations, and internal approvals. Ensure a structured handoff from opportunity development to delivery, with clear documentation of scope, commercial commitments, assumptions, risks, and decisions. Program mobilization and governance Establish program charters, integrated master plans, governance models, stakeholder responsibilities, decision rights, communication plans, escalation paths, and reporting cadences. Coordinate resource management, project managers, workstream leads, technical teams, partners, and customer stakeholders around shared objectives and delivery milestones. Confirm readiness across staffing, customer access, technical environments, procurement, vendor coordination, operational requirements, and approvals. Define consistent standards for status reporting, risk management, dependency tracking, change control, quality, acceptance, and decision documentation. Develop program KPIs and dashboards that provide visibility into progress, financial health, resources, risks, dependencies, and value realization. Coach project managers and workstream leads while maintaining accountability for overall program performance. Multi-workstream technical delivery Lead large technology programs across networking, cloud, infrastructure, security, platforms, data centers, and related lifecycle management services. Coordinate interconnected projects, delivery teams, technical workstreams, vendors, and partners to maintain alignment across shared milestones and dependencies. Work with architects and technical leads to sequence activities, resolve constraints, validate technical decisions, and maintain alignment with approved solutions and customer outcomes. Manage integrated schedules and critical paths, ensuring project plans align with the broader program timeline. Track delivery against scope, budget, schedule, quality standards, acceptance criteria, and expected outcomes, implementing corrective actions when required. Oversee implementation, knowledge transfer, operational readiness, post-go-live stabilization, and transitions to managed services or ongoing operations. Identify systemic delivery obstacles and resolve or escalate issues that cannot be addressed within individual projects. Financial management and commercial controls Maintain oversight of program financials, including labor expenditure, forecasts, estimates to complete, billing milestones, revenue, gross margin drivers, invoicing readiness, and variances. Manage scope changes through documented change control, assessing their impact on timelines, staffing, pricing, commercial terms, dependencies, and expected value. Monitor vendor and partner performance, commercial obligations, delivery commitments, and escalations. Ensure compliance with contractual, security, quality, operational, and other applicable requirements. Use financial dashboards, KPIs, and performance data to improve predictability and identify risks to profitability, utilization, customer satisfaction, and delivery quality. Executive stakeholder leadership and communication Build trusted relationships with customer executives, sponsors, Sales, Pre-Sales, Delivery, technical teams, practice leaders, vendors, and shared services. Translate complex technical and commercial information into clear, concise recommendations that support effective decision-making. Deliver executive updates covering program status, milestones, business outcomes, financial performance, risks, dependencies, decisions, and recovery plans. Lead internal and customer business reviews, steering committees, executive checkpoints, and cross-workstream decision forums. Communicate delivery challenges promptly and transparently, facilitate trade-off discussions, and drive timely resolution while protecting customer relationships and contractual commitments. Influence stakeholders without formal authority and represent the program with professionalism, sound judgment, and a strong customer focus. Risk management and continuous improvement Maintain active program-level risk, issue, problem, dependency, and change management processes, with clear owners, mitigation plans, due dates, escalation paths, and resolution criteria. Identify risks arising from technical complexity, resource constraints, vendor performance, sequencing, commercial terms, and organizational change. Lead integrated recovery planning for programs that deviate from plan, aligning stakeholders on corrective actions and revised commitments. Drive program closeout, acceptance, financial reconciliation, benefits tracking, customer feedback, lessons learned, and administrative completion. Develop repeatable processes, templates, governance materials, and delivery standards that improve estimation, handoffs, quality, and scalability. Partner with Sales, Pre-Sales, and Delivery to identify future lifecycle needs and follow-on opportunities while protecting current program outcomes. Contribute to the evolution of program management standards, delivery tools, playbooks, and quality controls. Requirements: Bachelor’s degree in project management, business, engineering, information technology, or a related field; equivalent experience may be considered. At least 8 years of experience leading complex technology projects, programs, or multi-workstream initiatives in professional services, consulting, systems integration, managed services, or a related technology environment. Demonstrated experience leading large, complex programs from opportunity shaping and solution definition through execution, operational transition, and value realization. Proven ability to coordinate multiple projects, technical workstreams, delivery teams, vendors, and stakeholders with complex interdependencies. Experience partnering with Sales and Pre-Sales teams on program scope, estimates, staffing models, pricing inputs, statements of work, and delivery assumptions. Strong understanding of program financial management, including budgets, forecasting, labor utilization, margin drivers, change control, billing milestones, and estimates to complete. Technical fluency across enterprise infrastructure, networking, cloud, security, platforms, data centers, or related technology lifecycle services. You should be able to lead technical discussions without necessarily acting as the solution architect or hands-on engineer. Experience establishing program governance, integrated delivery plans, executive reporting, risk and issue management, dependency controls, and decision-making processes. Proven ability to coach or guide project managers, workstream leads, technical leads, and cross-functional delivery teams. Excellent written and verbal communication, presentation, facilitation, negotiation, and executive stakeholder management skills. Strong analytical and strategic thinking, with the ability to connect technical architecture, delivery operations, financial outcomes, and customer value. Ability to work effectively in a fast-paced, matrixed environment, balancing strategic planning with hands-on execution and influencing outcomes without direct authority. Adaptability, sound judgment, customer focus, and the ability to make timely decisions in ambiguous or changing circumstances. Preferred qualifications: 10 or more years of experience leading large, multi-million-dollar technology programs, ideally in professional services, systems integration, consulting, or managed services. Project or program management certification such as PMP, PgMP, PMI-ACP, PRINCE2, or an equivalent credential. ITIL certification or practical experience with service transition, operational readiness, and IT service management. Experience with commercial contracts, statements of work, change orders, vendor management, and customer negotiations. Familiarity with professional services automation, financial management, resource planning, project portfolio management, and reporting tools. Relevant certifications in cloud, infrastructure, networking, security, or related technologies. Experience leading multi-year transformation, modernization, migration, or lifecycle management programs across multiple technical practices or delivery organizations. Experience applying Agile, hybrid, or scaled delivery methodologies across multiple teams and workstreams. Benefits: Annual on-target earnings (OTE): $180,000–$230,000 , including base salary and any applicable target bonus. Compensation may vary based on relevant experience, qualifications, and geographic location. Medical, dental, and vision insurance. 401(k) retirement plan. Paid company holidays and paid time off. Paid parental and caregiver leave. Professional development opportunities, including cross-functional training. Support for certifications, credentials, and continued learning. Access to advanced technology resources and opportunities to work with modern enterprise solutions. An inclusive work environment that values diverse perspectives, collaboration, belonging, and employee growth. Remote work arrangement within the United States.
