This position is listed on behalf of a partner company, who manages all applications and next steps. Our partner is looking for a Technical Solution Proposal Writer based in United States. This fully remote role focuses on developing compelling, technically accurate proposals for federal government opportunities. You will translate complex technical solutions into clear, persuasive narratives that align closely with solicitation requirements. The position works at the intersection of technical writing, solution development, capture strategy, and business development. You will collaborate with proposal managers, capture leaders, solution architects, technical SMEs, and proposed key personnel. The role offers significant ownership over proposal sections while contributing to high-quality, competitive responses under tight deadlines. You will also help strengthen reusable content, knowledge management resources, and proposal development processes. This is an ideal opportunity for an experienced federal proposal writer who thrives in a high-tempo, collaborative, and solutions-oriented environment.

Lead writing efforts for assigned proposal sections, developing structured, compelling narratives that directly address solicitation requirements. Conduct independent research and interview technical SMEs, operations stakeholders, solution architects, and proposed key personnel to gather the information required for compliant responses. Translate complex technical solutions and SME input into concise, understandable, and persuasive proposal content. Collaborate closely with proposal managers, business development leaders, capture managers, solution architects, and technical SMEs to accurately communicate proposed approaches. Convert technical concepts into clear language that highlights solution strengths, customer benefits, differentiators, and value propositions. Participate in color team reviews, provide constructive feedback to contributors, and incorporate review findings into assigned proposal sections. Support capture managers with proposal preparation, solution documentation, strategy reviews, and solution sessions before and during solicitation activities. Provide guidance on proposal compliance, content quality, clarity, and alignment with evaluation requirements. Identify gaps, risks, inconsistencies, or unclear elements and work with SMEs and leadership to strengthen the proposed solution. Develop, organize, and maintain reusable proposal assets, including executive summaries, capability statements, past performance references, program management plans, quality control plans, staffing plans, transition plans, graphics, tables, and charts. Maintain Standard Operating Procedures, Knowledge Management System resources, past performance libraries, and other proposal-development documentation. Support rapid-turnaround RFIs, white papers, and pre-solicitation responses by transforming SME input into concise and effective written content. Take ownership of assigned deliverables and consistently produce high-quality work within demanding proposal timelines. Demonstrate flexibility, collaboration, and a positive, solutions-focused approach when responding to changing priorities and accelerated deadlines. Requirements: Bachelor’s degree in technical writing, information systems, engineering, life sciences, computer science, or a related discipline. 7+ years of experience working within the federal government sector. At least 5 years of technical writing and/or proposal writing experience. 3+ years of experience developing complex, highly technical proposals for government solicitations is strongly preferred. Experience with ANC/8(a) environments is preferred. Strong proficiency with Microsoft Office Suite, particularly Word, Excel, and PowerPoint, as well as Adobe Acrobat. Exceptional written and verbal communication skills with outstanding attention to detail. Strong interpersonal skills and the ability to communicate effectively with technical and non-technical stakeholders, including project teams, leadership, and SMEs. Ability to absorb, synthesize, and transform complex technical information into clear, compelling, and persuasive proposal content. Strong time-management and organizational skills, with the ability to manage multiple proposals and competing priorities under tight deadlines. Demonstrated ability to perform effectively in a high-tempo federal proposal environment with rapid response requirements. Proven ability to synthesize complex ideas and solutions into effective, high-scoring proposal graphics is desired. Positive, flexible, and collaborative approach to working with cross-functional teams. Ability to maintain strict confidentiality of work-related information, proposal materials, and sensitive documentation. Candidates must be prepared to complete an internal writing exercise or provide a professional writing sample as part of the evaluation process.
