The French National Research Agency (Agence Nationale de la Recherche) and the Research Grants Council (RGC) of Hong Kong Joint Research Scheme (JRS) aims to strengthen collaboration between French and Hong Kong research communities.

The ANR/RGC JRS aims to support research projects with duration of 36 or 48 months. The funding limit for Hong Kong applicants is HK$3 million per project (exclusive of on-costs).

Hong Kong applicants should meet fully the requirements for applying for the RGC General Research Fund (GRF). French applicants should check with the ANR for their eligibility requirements. Only applications that fully meet the requirements of both the RGC and the ANR would be accepted.

The assessment criteria are as follows:

• relevance to the call;

• technical and scientific quality;

• quality of the project management and methodology;

• global impact;

• quality of and good synergies between the partners;

• mobilisation of resources;

• added value to be expected from the French-Hong Kong research collaboration compared to a project funded by either ANR or RGC only; and

• balanced scientific and financial contributions.

Prior to the submission of a joint proposal, the French applicants must complete, on behalf of the joint project team, the pre-registration on the ANR online system. The deadline for pre-registration is 14 October 2025 at 1700 hours (Paris local time). Detailed information on pre-registration procedures is available at the ANR website:

Following the pre-registration by the French applicants, parallel submission of applications by the Hong Kong and French applicants are required. In addition to the joint proposal, Hong Kong applicants should submit an Application Supplement Form to the RGC through the research offices of their universities by 1700 hours (Hong Kong time) on 23 March 2026. Hong Kong applicants may submit a final version of the joint proposal to the RGC shortly after the submission deadline of the ANR. Hong Kong applicants should consult their universities for internal closing dates. Each UGC-funded university may submit up to five applications.
