Full job description
The consultant will develop a budget impact analysis framework and user guidance for integrating new services into health-insurance benefit packages, assess financial implications of service expansion, map inclusion of HIV, TB and malaria services across African health-insurance schemes, and prepare guidance on extending coverage to poor and vulnerable populations. WHO also expects two peer-reviewed articles for submission. The assignment is off-site/home based and WHO states that travel is not expected.
Requirements & qualifications
Essential education is a first university degree in Public Health, Health Economics or a related field, with specialized training in health financing and health-systems analysis. WHO requires at least five years of relevant experience, including budget impact analysis and evaluation of health-insurance schemes. Expert English is essential; intermediate French and/or Portuguese is desirable.
