Role Summary

The Payroll & Employment Tax Manager is responsible for leading the organization’s payroll and employment tax function, ensuring accuracy, compliance, and operational excellence across all jurisdictions. This role ensures seamless payroll delivery across all Borr payroll regions, manages statutory tax requirements, strengthens audit readiness, and enhances processes to support a scalable, efficient HR delivery model.

Responsibilities

• Develop, implement, and maintain payroll, employment tax, and compliance policies, procedures, and internal controls to ensure adherence to applicable labor laws, employment regulations, statutory payroll tax obligations, and corporate governance standards across all operating jurisdictions.
• Lead the design, review, and continuous optimization of payroll and compliance processes to enhance operational efficiency, strengthen controls, improve service delivery, and drive cost-effective payroll administration.
• Develop and implement strategic initiatives, departmental objectives, process improvement frameworks that support organizational goals, operational excellence and sustainable cost optimization.
• Conduct and oversee investigations into payroll discrepancies, employment tax exposures, compliance breaches, and control deficiencies, ensuring timely resolution, appropriate escalation, and comprehensive documentation.
• Monitor and evaluate legislative, regulatory, and market developments impacting payroll operations, employment tax, workforce compliance, and industry practices, providing recommendations to management on required operational or policy changes.
• Identify emerging trends, leading practices, and compliance risks within payroll and employment tax functions to support continuous improvement and organizational readiness.
• Provide technical guidance, training, and advisory support to HR, Payroll, Finance, and operational teams on payroll compliance requirements, employment tax obligations, internal controls, and regulatory expectations.
• Compile, analyze, reconcile, and validate payroll, tax, and compliance data to support statutory filings, internal and external audits, management reporting, and regulatory submissions.
• Coordinate payroll and employment tax data requests with internal stakeholders, external auditors, tax authorities, and regulatory bodies, ensuring accuracy, completeness, confidentiality, and timely delivery.
• Lead the implementation and enhancement of payroll-related systems, procedures, workflows, and administrative processes to support broader business operations in newer jurisdictions.
• Develop and execute strategic payroll and employment tax initiatives aligned with organizational objectives, operational priorities, and broader HR transformation programs.
• Partner closely with HR, Finance, Legal, Operations, and regional leadership teams to ensure alignment and effective management of payroll, employment tax, and compliance matters.
• Identify and champion innovative solutions, technologies, and process enhancements to improve payroll governance, operational effectiveness, compliance monitoring, and employee service delivery.
• Ensure full compliance with payroll tax regulations and statutory obligations, including PIT, social security contributions, expatriate tax requirements, and other employment-related liabilities across multiple jurisdictions.
• Oversee the accurate and timely delivery of payroll services for all employees globally, including offshore, rotational, expatriate, and remote-site personnel.
• Manage the collection, analysis, maintenance, and reporting of payroll and compliance information to support informed decision-making, governance, and operational transparency.
• Provide ongoing payroll, employment tax, and compliance support to regional HR management teams, ensuring consistent application of policies, procedures, and regulatory requirements.
• Coordinate and manage relationships with external payroll vendors, tax advisors, consultants, and service providers to ensure service quality, operational efficiency, and regulatory compliance.
• Support internal and external audit activities, including SOX compliance requirements, by maintaining effective documentation, controls, and audit readiness across payroll and employment tax processes.
• Perform additional duties and special projects as assigned by the HR Director – Payroll and Compliance.

Qualifications and Experience

• Bachelor’s degree in accounting, Finance, Human Resources, Business Administration, or a related field.
• Professional certification in payroll or tax (e.g., CPP, CIPP, CPA, ACCA, CMA, SHRM-CP/SHRM-SCP) is strongly preferred.
• Advanced knowledge of employment tax regulations and statutory payroll requirements across multiple jurisdictions.
• Experience with global mobility, expatriate payroll, or cross‑border tax issues.
• Familiarity with digital payroll transformation or automation tools.
• Extensive experience in payroll management, employment tax compliance, or HR operations.
• Demonstrated experience managing payroll across multiple countries or complex organizational structures.
• Proven track record of leading payroll audits, SOX controls, and financial compliance reviews.
• Experience working with HRIS, payroll systems, and ERP platforms (e.g., Workday, ADP, Deel, IFS).
• Prior experience managing or supervising a payroll or tax team.
• Proven experience in international payroll processes including payroll calculation processes.
• Previous knowledge of applicable payroll taxes.
• Strong understanding of payroll accounting, tax withholding, PIT, social security, statutory reporting.
• Proficiency in payroll systems, HRIS platforms, and advanced Excel (pivots, vlookup, data analysis).
• Ability to interpret and apply labor laws, tax regulations, and corporate policies.
