Year one combines disciplinary, citizenship, personal-development, technical and vocational training and includes a six-week residential component. Year two focuses on applying those skills through job attachments, apprenticeships, internships, community service and national projects. The government states that fully participating students receive BDS 600 per month toward expenses such as travel and food, and participants can work toward academic, technical and vocational training certificates.

Applicants must be 16–20 years old. The application asks for education, qualifications, career interests and other background information, and requires certified identity/qualification evidence, a school report, police certificate of character, medical certificate, passport photos and references.
